गेल्या अनेक वर्षांपासून चर्चेत असलेल्या महापालिकेतील नोकर भरतीचा नारळ शिक्षक मतदारसंघाच्या निवडणुकीची आचारसंहिता संपल्यानंतर फुटण्याची शक्यता आहे. तसे संकेत महापालिकेचे प्रशासक डॉ. अभिजित चौधरी यांनी दिले आहेत. अनुकंपातील ५५ व सरळ सेवा भरतीचे १२३ पदे पहिल्या टप्प्यांत भरली जाणार आहेत.

राज्य शासनाने सेवाभरती नियम व आकृतिबंध मंजूर केल्यानंतर नोकर भरतीचा मार्ग मोकळा होईल, असे मानले जात होते. या दोन्ही प्रक्रिया पूर्ण होऊन दीड वर्षे उलटली आहे पण प्रत्यक्षात नोकर भरती झालेली नाही. यासंदर्भात प्रशासक डॉ. अभिजित चौधरी यांच्याकडे विचारणा केली असता ते म्हणाले, नोकरभरतीसाठी महत्त्वाचे असणारे जातीनिहाय प्रवर्ग (रोस्टर) मान्य झाले आहे. त्यामुळे नोकर भरतीचा मार्ग मोकळा झाला आहे.

शिक्षक मतदारसंघाची आचारसंहिता संपल्यानंतर मार्च महिन्यात नोकर भरतीची प्रक्रिया सुरू होऊ शकते. मात्र त्यापूर्वी महापालिकेचा आस्थापना खर्च जास्त असल्याने विशेष बाब म्हणून राज्य शासनाची परवानगी घ्यावी लागणार आहे, असे त्यांनी नमूद केले. दरम्यान महापालिकेने १२३ पदे भरण्यासाठी राज्य शासनाकडे प्रस्ताव पाठविला आहे. त्यासोबतच अनुकंपातील ५५ पदे भरली जाणार आहेत. त्यामुळे मार्च महिन्यात २०० पेक्षा अधिक कर्मचारी-अधिकाऱ्यांच्या नोकर भरतीची प्रक्रिया सुरू होण्याची शक्यता आहे.

नोकरभरतीची प्रक्रिया खासगी एजन्सीमार्फत राबविली जाणार असल्याचे डॉ. चौधरी यांनी नमूद केले. राज्य शासनाने तीन एजन्सींना नोकर भरतीसंदर्भात मान्यता दिली आहे. त्यानुसार एजन्सी नियुक्त केली जाईल, या एजन्सीला आवश्‍यक पदांची यादी देऊन नोकर भरतीची प्रक्रिया पार पडली जाईल, असे डॉ. चौधरी यांनी नमूद केले.

एक हजारापेक्षा जास्त पदे रिक्त

सध्या महापालिकेतील अधिकारी-कर्मचाऱ्यांची संख्या पाच हजार ७१६ एवढी झाली आहे. आकृतिबंधात ९५३ कर्मचाऱ्यांची वाढ झालीआहे तर रिक्त पदांचा विचार करता महापालिका एक हजारापेक्षा जास्त पदांची भरती करू शकते. पण आस्थापना खर्चाची ३५ टक्क्यांची मर्यादा प्रशासनाला पाळावी लागणार आहे.

औरंगाबाद  महापालिकेच्या नोकर भरतीची अनेक वर्षांपासून चर्चा आहे. मात्र प्रत्यक्षात नोकर भरती महिनाभरात होण्याची शक्यता निर्माण झाली आहे. महापालिकेने १२५ पदांसाठी नोकर भरती करण्यास परवानगी मिळावी, अशी मागणी करणारे पत्र राज्य शासनाला पाठविले असल्याचे सूत्रांनी सांगितले.

• महापालिकेतील अधिकारी-कर्मचारी मोठ्या संख्येने निवृत्त होत आहेत तर दुसरीकडे शहराचा झपाट्याने विस्तार होत आहे. अपुऱ्या कर्मचारी संख्येमुळे कारभार सांभाळताना प्रशासनाच्या नाकीनऊ येत आहे.
• त्यामुळे नोकरभरतीसाठी काही वर्षांपासून प्रयत्न सुरू होते. नोकरभरतीसाठी आकृतिबंध व सेवा भरती नियमांना मंजुरी मिळणे गरजेचे होते. त्यानुसार राज्य शासनाने आकृतिबंध व त्यानंतर सेवा भरती नियमावलीला मंजुरी दिली, पण नोकर भरतीसाठी अडचणी सुरूच होत्या.
• नव्या आकृतिबंधानुसार महापालिकेतील मंजूर पदांची संख्या पाच हजार २०२ झाली आहे. त्यापैकी दोन हजार ९६५ कर्मचारी कार्यरत आहेत तर दोन हजार २३७ पदे रिक्त आहेत. या रिक्त पदांवर टप्प्या-टप्प्याने नोकर भरती करण्याचा निर्णय प्रशासनाने घेतला आहे. दरम्यान राज्य सरकारनेच महापालिकेला पत्र पाठवून मे २०२३ पूर्वी नोकर भरतीची प्रक्रिया पूर्ण करण्याची सूचना केली आहे.
• त्यामुळे प्रस्ताव तयार करून शासनाकडे सादर करण्यात आला आहे. या प्रस्तावात वर्ग एक ते तीन मधील निवडक १२५ पदांचा समावेश आहे. त्यात कनिष्ठ अभियंता, सहाय्यक आयुक्त, मुख्य पशुसंवर्धन अधिकारी, लिपिक, अग्निशामक कर्मचारी यासह इतर सरळ सेवा भरतीच्या पदांचा समावेश आहे.

आस्थापना खर्चाची पाळावी लागणार मर्यादा

नोकर भरती करताना आस्थापना खर्चाची मर्यादा महापालिकेला पाळावी लागणार आहे. आस्थापना खर्च म्हणजेच कर्मचाऱ्यांचे वेतन आणि भत्ते यावरील खर्च एकूण उत्पन्नाच्या ३५ टक्के असला पाहिजे. पण औरंगाबाद महापालिकेचा हा खर्च ४० टक्के आहे. त्यामुळे या खर्चाच्या मर्यादेत राहून टप्प्या-टप्याने नोकर भरती केली जाणार आहे.
