भिवंडी महापालिकेमध्ये उपजिल्हा रुग्णालयात कर्मचाऱ्यांची वानवा – Bhiwandi Nizampur Mahanagarpalika Bharti 2024

There is shortage of doctors and staff in Indira Gandhi Smriti Upazila Hospital of Bhiwandi Municipal Corporation. At present, only 86 of the 116 sanctioned posts sanctioned at Indira Gandhi Upazila Hospital are filled. Important positions such as surgeons and gynecologists are not filled. Of the total 20 doctors from various departments, four, including intensive care medical officers, are not available. Ten different nurses, including intensive care nurses in the intensive care unit, are not available. Of the technical group, two officials, including an X-ray scientific officer, are not available. A senior clerk is not available. Of the 32 servants in group D who served, 13 have not been recruited. A total of 30 officers and staff are short of staff in the hospital.

इंदिरा गांधी स्मृती उपजिल्हा रुग्णालयाला सरकारने दोनशे बेडची मंजुरी दिली आहे; मात्र त्यासाठी लागणाऱ्या डॉक्टर व कर्मचाऱ्यांची संख्या अपुरी आहे. सध्या सुरू असलेल्या १०० बेडच्या रुग्णालयासाठी सर्जन व स्त्रीरोगतज्ज्ञासह ३० डॉक्टर-कर्मचाऱ्यांची मंजूर पदे भरलेली नाहीत. त्यामुळे रुग्णांचे हाल होऊ लागले आहेत. याबाबत शहरातील सामाजिक संस्था, राजकीय नेते व प्रशासनाचे अक्षम्य दुर्लक्ष होत आहे.

भिवंडी महापालिकेचा शहरात स्वतःचा दवाखाना नाही. १५ पेक्षा जास्त नागरी आरोग्य केंद्रात केवळ महिला व बालकांवर उपचार केला जातो. तर बरेच नागरी आरोग्य केंद्रे लोकवस्तीपासून दूर आहेत. आजारी रुग्ण पालिकेच्या आरोग्य केंद्राच्या ठिकाणी पोहोचण्यासाठी येणाऱ्या खर्चात जवळच्या डॉक्टरांकडून उपचार करून घेतात. तर काही रुग्णांना अपेक्षित औषधे मिळत नसल्याने ते इंदिरा गांधी रुग्णालयात जातात. त्यामुळे पालिकेच्या नागरी आरोग्य केंद्रापेक्षा इंदिरा गांधी उपजिल्हा रुग्णालयाची बाह्यरुग्ण संख्या जास्त आहे. गेल्या वीस वर्षांपासून ही तक्रार पालिका प्रशासनाकडे करूनदेखील पालिकेच्या वैद्यकीय आरोग्य विभागाकडून कोणतीही सुधारणा झालेली नाही. तसेच नागरिकांनी मागणी करूनदेखील पालिका प्रशासनाने नागरी आरोग्य केंद्रात बाह्यरुग्ण तपासणी सुरू केलेली नाही. त्यामुळे अनेक रुग्ण सरकारी सुविधेपासून वंचित आहेत. मनपाच्या वरिष्ठ अधिकाऱ्यांचे पालिकेतील अधिकारी आणि कर्मचारी वर्गावर नियंत्रण नसल्याने त्याचा परिणाम आरोग्य व्यवस्थांवर होऊ लागला आहे.

भिवंडी महानगरपालिकेच्या वैद्यकीय विभागाच्या बेजबाबदार कारभारामुळे आणि इंदिरा गांधी स्मृती रुग्णालयातील डॉक्टर आणि कर्मचाऱ्यांच्या कमतरतेमुळे भिवंडी शहर आणि परिसरात १०० पेक्षा जास्त खासगी रुग्णालये झाली आहेत. आजारी अथवा अपघाती रुग्णाला शहरातून बाहेर ठाणे-मुंबई येथे नेण्यासाठी उशीर लागतो. तसेच सरकारी व्यवस्था पुरेशी नसल्याने शहरातील नागरिक नाईलाजाने आपल्या रुग्णाला खासगी रुग्णालयात उपचारासाठी दाखल करतात. भिवंडी शहरात गेल्या काही महिन्यापासून कचऱ्याची समस्या भेडसावत आहे. नागरिकांना विविध आजारांचा सामना करावा लागत आहे. त्यावर उपचार करणारी वैद्यकीय व्यवस्था अपुरी आहे, त्यामुळे शहराचे आरोग्य धोक्यात आल्याचा आरोप नागरिकांकडून केला जात आहे. तसेच आरोग्य विभागाकडून भिवंडी शहरात आरोग्य पथक पाठवून शहरातील आरोग्य व्यवस्था आणि इंदिरा गांधी रुग्णालयातील डॉक्टर आणि कर्मचाऱ्यांच्या भरतीचा अहवाल सरकारकडे पाठवून उपाययोजना करावी, अशी मागणी केली जात आहे.

ही पदे रिक्त – सध्या इंदिरा गांधी उपजिल्हा रुग्णालयात मंजूर ११६ मंजूर पदांपैकी केवळ ८६ पदे भरलेली आहेत. सर्जन आणि स्त्रीरोगतज्ज्ञ ही महत्त्वाची पदे भरलेली नाहीत. विविध विभागाचे एकूण २० डॉक्टरांपैकी अतिदक्षता वैद्यकीय अधिकाऱ्यांसह चार डॉक्टर उपलब्ध नाहीत. शुश्रूषा गटातील अतिदक्षता परिसेविकासह दहा विविध परिचारिका उपलब्ध नाहीत. तांत्रिक गटापैकी क्ष किरण वैज्ञानिक अधिकाऱ्यासह दोन अधिकारी उपलब्ध नाहीत. एक वरिष्ठ लिपिक उपलब्ध नाही. तर सेवा देणाऱ्या शेवटच्या ड गटातील ३२ सेवकांपैकी १३ जणांची भरती झालेली नाही. असे एकूण ३० अधिकारी व कर्मचाऱ्यांची रुग्णालयात कमी आहे.

पालिकेचे सूतिकागृहच नाही
भिवंडी महापालिकेमध्ये स्त्रीरोगतज्ज्ञ आहे; मात्र पालिकेचे स्वतःचे सूतिकागृह नाही. इंदिरा गांधी उपजिल्हा रुग्णालयात स्त्रीरोगतज्ज्ञ नाही तरी दिवसाला सुमारे १० ते १२ महिलांच्या प्रसूती केल्या जात आहेत. दररोज हे प्रमाण असताना या प्रसूती विभागासाठी केवळ ३० बेड आहेत. याबाबत महापालिकेचे धोरण नसल्याने शहरात घरगुती प्रसूतीचे प्रमाण वाढते आहेत. तर शहरात सरकार व पालिकेमार्फत अपेक्षित व्यवस्था नसल्याने खासगी रुग्णालयात मोठ्या संख्येने प्रसूती केल्या जात आहेत.

इंदिरा गांधी रुग्णालयाला २०० बेडची शासकीय मंजुरी मिळाली आहे; परंतु पदे निर्मिती न झाल्याने त्यानुसार डॉक्टरांसह इतर कर्मचारीवर्ग यांची भरती झालेली नाही. सध्या १०० बेडनुसारदेखील मंजूर डॉक्टर आणि कर्मचारी वर्ग उपलब्ध नसल्याने रुग्णांना नाईलाजाने ठाणे व मुंबईसाठी पुढील उपचारासाठी पाठवावे लागते. तर काही ऑपरेशन आणि इतर उपचारासाठी सरकारच्या नियमानुसार कॉल बेसिसवर शहरातील खासगी डॉक्टरांकडून उपचार केले जातात. येथे शहरासह ग्रामीण भागातूनदेखील रुग्ण येत असल्याने मंजूर पदे भरण्यासाठी आम्ही नेहमी सरकारकडे पत्रव्यवहार करून पाठपुरावा करीत आहे. – माधवी पंधारे, मुख्य वैद्यकीय अधिकारी, इंदिरा गांधी उपजिल्हा रुग्णालय, भिवंडी
