The process of recruiting nurses and administrative staff was implemented in the Mumbai Municipal Corporation. Accordingly, 652 nurses were selected through a recruitment process. The selected nurses had completed police verification and physical ability test. Therefore, he was to be given an appointment letter soon. However, the appointment process has been put on hold as the model code of conduct has come into force. Like nurses, the appointment process of administrative staff has been stalled. A senior BMC official said that only 12 people have been given appointment letters, but due to the model code of conduct, the remaining selected have not been given appointment letters.

मुंबई महानगरपालिकेतील परिचारिका व डॉक्टरांना निवडणूक कामासाठी नियुक्ती करण्यात आले असून त्याचा परिणाम रुग्णसेवेवर होत आहे. तसेच मुंबई महानगरपालिकेमध्ये करण्यात येत असलेली परिचारिका आणि प्रशासकीय कर्मचाऱ्यांची नियुक्ती प्रक्रिया आचारसंहितेमध्ये अडकली आहे. परिचारिका आणि प्रशासकीय कर्मचाऱ्यांची भरती प्रक्रिया पूर्ण झाली आहे. मात्र आचारसंहितेमुळे त्यांना नियुक्ती देता येत नसल्याने अडचण निर्माण झाली आहे.

• मुंबई महानगरपालिकेमध्ये परिचारिका आणि प्रशासकीय कर्मचारी यांची भरती करण्याची प्रक्रिया राबविण्यात आली होती. त्यानुसार राबविण्यात आलेल्या भरती प्रक्रियेतून ६५२ परिचारिकांची निवड करण्यात आली. निवड झालेल्या परिचारिकांची पोलिस पडताळणी आणि शारीरिक क्षमता चाचणी पूर्ण झाली होती. त्यामुळे त्यांना लवकरच नियुक्ती पत्र देण्यात येणार होते. मात्र आचारसंहिता लागू करण्यात आल्याने ही नियुक्ती प्रक्रिया रखडली आहे. परिचारिकांप्रमाणेच प्रशासकीय कर्मचाऱ्यांचीही नियुक्ती प्रक्रिया रखडली आहे. अवघ्या १२ जणांना नियुक्ती पत्र दिल्याने ते कामावर रूजू झाले आहेत, मात्र आचारसंहितेमुळे उर्वरित निवड झालेल्यांना नियुक्ती पत्र देण्यात आलेली नाही, अशी माहिती मुंबई महानगरपालिकेतील एका वरिष्ठ अधिकाऱ्याने दिली.
• कंत्राटी भरती करण्यासही परवानगी नाही – रुग्णालयातील कर्मचाऱ्यांची निवडणूक कामासाठी नियुक्ती केली जात असल्याने रुग्णसेवेवर परिणाम होऊ नये यासाठी कंत्राटी पद्धतीने कर्मचारी भरण्याचा विचार महानगरपालिकेकडून करण्यात आला होता. मात्र आचारसंहितेमुळे कंत्राटी पद्धतीने तात्पुरत्या स्वरुपात कर्मचारी भरती करण्यासही परवानगी नाकारण्यात येत असल्याचेही महानगरपालिकेतील अधिकाऱ्यांनी सांगितले.

मुंबई महानगरपालिकेच्या रुग्णालयांतील ३० टक्के कर्मचाऱ्यांची निवडणुकीसाठी नियुक्ती, आरोग्य सेवेवर परिणाम होण्याची शक्यता

लोकसभा निवडणुकीच्या कामासाठी सरकारी कार्यालयातील कर्मचाऱ्यांची नियुक्ती करण्यात येते. त्यामुळे मुंबई महानगरपालिकेच्या पाच वैद्यकीय महाविद्यालये व अन्य उपनगरीय रुग्णालयांतील सुमारे ३० टक्के कर्मचाऱ्यांची नियुक्ती निवडणुकीच्या कामासाठी करण्यात आली आहे. त्यामुळे मुंबई महानगरपालिकेतील आरोग्य सेवेवर परिणाम होण्याची शक्यता वर्तविण्यात येत आहे.

मराठा आरक्षणासाठी करण्यात आलेल्या सर्वेक्षणानंतर शीव, नायर, कूपर, केईएम आणि नायर दंत महाविद्यालयाबरोबर आरोग्य विभागातील सुमारे ८०० कर्मचाऱ्यांची निवडणुकीच्या कामासाठी नियुक्ती करण्यात आली आहे. यामध्ये प्रशासकीय कर्मचाऱ्यांबरोबरच निम्न वैद्यकीय कर्मचारी व तंत्रज्ञांचा समावेश आहे. महानगरपालिकेच्या एका वरिष्ठ अधिकाऱ्याने सांगितले की, केईएम रुग्णालयातील १३० कर्मचारी, शीव रुग्णालयातील ११० कर्मचारी, नायर रुग्णालयातील १०० कर्मचारी, कूपर रुग्णालयातील ३० आणि नायर दंत महाविद्यालयातील १०० कर्मचारी आणि आरोग्य विभागातील २०० कर्मचाऱ्यांची निवडणुकीच्या कामासाठी नियुक्ती करण्यात आली आहे. त्यामुळे रुग्णालयातील आरोग्य सेवेवर परिणाम होण्याची शक्यता वर्तविण्यात येत आहे. रुग्णालयातील प्रयोगशाळा तंत्रज्ञांची निवडणुकीच्या कामावर नियुक्ती केल्याने रुग्णांना रक्त, सीटी स्कॅन, एमआरआयचे अहवाल मिळण्यास विलंब होत आहे. तसेच परिचारिकांची नियुक्ती केल्यामुळे त्याचा परिणाम थेट रुग्ण सेवेवर होण्याची चिन्हे आहेत. तसेच प्रशासकीय कर्मचाऱ्यांची नियुक्ती करण्यात आल्याने सुट्टीचे अर्ज, सेवानिवृत्तीची काम रखडण्याची शक्यता वर्तविण्यात येत आहे.

निवडणूक आयोगाच्या आदेशानुसार कर्मचाऱ्यांना निवडणुकीच्या कामासाठी पाठविणे अनिवार्य आहे. परंतु आराेग्य विभागातील कर्मचाऱ्यांना निवडणुकीच्या कामावर पाठवताना सेवेवर कोणताही परिणाम होणार नाही व रुग्णांना त्रास होणार नाही, याची आम्ही काळजी घेण्यात येत असल्याचे मुंबई महानगरपालिकेतील एका वरिष्ठ अधिकाऱ्याने सांगितले.
