In the Kolhapur District there are 234 vacancies still vacant for Teachers posts in government school. Government started Pavitra portal shikshak recruitment process from academic year 2017; But in reality 234 posts of higher secondary teachers are vacant in Kolhapur division as the management of the institution has not taken the support of the portal. The state government suspended the teacher recruitment process from May 2, 2012 after conducting school inspections from primary to higher secondary.

Then after 2014 it was allowed to fill the vacancies in English Science and Mathematics. After going to court, other subject teachers were also allowed to fill the posts till 2016. 253 posts were approved in it. Meanwhile, portal based teacher recruitment process has been announced from 23 June 2017. Following that he took the ‘TAIT’ examination for Primary Secondary. But the General Aptitude Test was conducted last year for teachers of higher secondary schools and colleges. Despite two TAIT and Aptitude Tests, the recruitment is still at a standstill. शैक्षणिक वर्ष २०१७ पासून शासनाने पोर्टल आधारित भरती प्रक्रिया सुरू केली; पण प्रत्यक्षात संस्थाचालकांनी पोर्टलचा आधार घेतला नसल्याने कोल्हापूर विभागात उच्च माध्यमिककडील शिक्षकांची २३४ पदे रिक्त आहेत. प्रत्यक्षात जोड कार्यभार व अर्धवेळची अनेक पदेही रिक्त आहेत. विद्यार्थी हित लक्षात घेऊन रिक्त पदांवर संस्थापातळीवर अनेक शिक्षकांची नियुक्ती केली. प्रत्यक्षात पोर्टल प्रक्रियेमुळे मान्यतेअभावी अनेक शिक्षकांवर उपासमारीची वेळ आली आहे.
राज्य शासनाने प्राथमिकपासून उच्च माध्यमिकपर्यंत शाळेत पटपडताळणी केल्यानंतर २ मे २०१२ पासून शिक्षक भरती प्रक्रियेला स्थगिती दिली. त्यानंतर २०१४ नंतर इंग्रजी सायन्स व गणित विषयातील रिक्त पदे भरण्यास परवानगी दिली. इतर विषय शिक्षक न्यायालयात गेल्यानंतर त्यांचीही २०१६ पर्यंतची पदे भरण्यास परवानगी दिली. त्यात २५३ पदांना मान्यता मिळाली. दरम्यान, २३ जून २०१७ पासून पोर्टल आधारित शिक्षक भरती करण्याची प्रक्रिया जाहीर केली. त्याला अनुसरून प्राथमिक माध्यमिकसाठी ‘टीईटी’ परीक्षा घेतली. पण उच्च माध्यमिक शाळा- महाविद्यालयांतील शिक्षकांसाठी महाअभियोग्यता चाचणी गतवर्षी घेण्यात आली. दोन टीईटी व अभियोग्यता चाचण्या झाल्या तरी भरती ठप्पच आहे.

1. नुसत्याच चाचण्या – राज्य शासनाने खासगी अनुदानित शाळा- महाविद्यालयांमध्ये पोर्टलद्वारे शिक्षक भरती करण्याचा निर्णय घेतला. त्यासाठी प्राथमिक, माध्यमिकसाठी टीईटी प्रवेश चाचणी. उच्च माध्यमिकसाठी महाअभियोग्यता चाचणी घेतली. टीईटीच्या दोन परीक्षा झाल्या. चालू वर्षी महाअभियोग्यता चाचणी झाली. प्रत्यक्षात मात्र पोर्टलद्वारे भरती प्रक्रिया ठप्पच आहे.त्यामुळे परीक्षा देणाऱ्या विद्यार्थ्यांपुढे चाचण्या द्यायच्या तरी किती? असा प्रश्न आहे.
2. संचमान्यतेचा घोळ – प्रत्येक शाळा-महाविद्यालयांची प्रतिवर्षी संचमान्यता होते. त्यामध्ये रिक्त पदे, कार्यरत पदे यांची माहिती समजत असते; परंतु सन २०१७ ची पोर्टल प्रक्रिया सुरु झाल्यापासून रिक्त पदांवर नियुक्त केलेल्या शिक्षकांचे नाव समाविष्ट करता येत नाही. परिणामी संबंधित शिक्षक संस्थापातळीवरच अडकून पडला आहे.
3. शासनाने २०१७ पासून पोर्टल प्रक्रिया राबविली तरी रिक्त झालेल्या पदांवर विद्यार्थी हित लक्षात घेऊन नियुक्त केलेल्या शिक्षकांना शासनाने ज्या-त्या वर्षी एनओसी देऊन मान्यता देण्याची गरज आहे. संचमान्यता पोर्टलमध्ये बदल करून नियुक्त केलेल्या शिक्षकांची नावे समाविष्ट करावीत. – प्रा. अविनाश तळेकर, राज्य कार्याध्यक्ष, शिक्षक महासंघ
