1. कृषी खात्यात कृषी सहायकाची नोकरभरती अनेक दिवसांपासून झालेली नसल्याने कृषी पदवीधर परीक्षार्थी चातकाप्रमाणे वाट पाहत आहेत. गेल्या काळात झालेल्या विधी मंडळाच्या अधिवेशनात विधान परिषद सदस्य आ. सतीश चव्हाण यांनी प्रश्नोत्तरामध्ये कृषी सहायक पदभरतीबाबत प्रश्‍न विचारला होता.
2. याला उत्तर देताना तेंव्हा कृषीमंत्री अब्दुल सत्तार यांनी १५ दिवसात जाहिरात प्रसिद्ध करू असे सांगितले होते. यानंतर आता दीड महिना लोटला आहे. अद्यापही जाहिरात प्रसिद्ध झालेली नाही, असे कृषी परीक्षार्थी सांगत आहेत.
3. राज्यातील हजारो कृषी पदविका व कृषी पदवीधारक परीक्षार्थी जाहिरातीच्या प्रतिक्षेत आहेत. मंत्र्यांनी तातडीने जाहिरात प्रसिद्ध करण्याबाबत सूचना द्यावी अशी मागणी परीक्षार्थी करीत आहेत.

3. शेतकऱ्यांना बियाण्यांची होण्यासाठी कृषी विभागाने काटेकोरपणे नियोजन करताना खते व बियाणे उपलब्धता संदर्भात ग्रामसभेच्या माध्यमातून माहिती देण्यासोबत बियाण्यांची उगवण क्षमता तपासून त्याबाबत मार्गदर्शन करावे अशी सूचना केली. दरम्यान, शेतकऱ्यांची अडवणूक होऊ नये यासाठी खते, कीटकनाशके यांची भरारी पथकाद्वारे तपासणी करावी तसेच बाहेरील राज्यातील बोगस बियाणे आपल्या जिल्ह्यात येणार नाही याबाबत दक्षता घेऊन गैरप्रकारांना आळा घालण्यासाठी कडक कारवाई करण्याच्या सूचना सत्तार यांनी यावेळी दिल्या. कृषी विभागातील ८० टक्के पदे भरण्याबाबत लवकरच कार्यवाही करण्यात येईल, असेही कृषिमंत्र्यांनी यावेळी सांगितले.
4. ‘मागेल त्याला शेततळे’ या योजनेप्रमाणे कांदाचाळ बाबत लवकरच धोरण निश्चित करण्यात येणार आहे. कृषी विभागाने जमिनीची सुपीकता टिकून ठेवण्यासाठी शेतकऱ्यांना पीक फेरपालट पद्धतीचा अवलंब करण्यास प्रोत्साहित करण्याची जबाबदारी पार पाडली पाहिजे अशी अपेक्षा त्यांनी यावेळी व्यक्त केली.

कृषी विभागाचा पदांबाबतच आकृतीबंधाचा आराखडा अंतिम टप्प्यात आहे. त्याचे काम पूर्ण करून कृषी सहायकांची रिक्त पदे भरण्याबाबतची कार्यवाही तत्काळ सुरू करण्यात येईल कृषी सहायकांची एकूण १,४३० पदे भरण्याबाबत तातडीने कार्यवाही करण्यात येईल. या संदर्भात १५ दिवसात जाहिरात प्रसिद्ध करण्यात येईल, अशी माहिती कृषिमंत्री अब्दुल सत्तार यांनी दिली.

1. विधान परिषदेत सदस्य सतीश चव्हाण यांनी कृषी सहायकांची रिक्त पदे भरण्याबाबत प्रश्न उपस्थित केल होता. यावर मंत्री सत्तार म्हणाले राज्यात कृषी विभागात कृष सहायकांची ११ हजार ५९९ पदे मंजूर असून, फेब्रुवारी २०२३ अखेरपर्यंत हजार ४८४ पदे भरलेली आहेत तर हजार ११५ पदे रिक्त आहेत. कृष सहायकांच्या एकूण मंजूर पदसंख्येच विचार करता, हे रिक्त पदांचे प्रमाण १८ टक्के आहे. कोविड काळा वित्तीय उपाययोजना करण्याच्या अनुषंगाने पदभरतीवर निर्बंध होते. ३१ ऑक्टोबर २०२२च्या शासन निर्णयाने हे निर्बंध शिथिल करण्यात आले आणि सरळसेवेच्या कोट्यातील रिक्त पदांच्या ८० टक्के मर्यादेपर्यंत पदे भरण्यास मुभा देण्यात आली आहे.
2. पेसा कार्यक्षेत्रातील पदभरतीसंदर्भात राज्यपालांच्या निर्देशानुसार कार्यवाही करण्यात येईल. उर्वरित पदभरतीची कार्यवाही तत्काळ करण्यात येईल, असे मंत्री म्हणाले. ‘कृषी सहायक हे पदनाम बदलून ते ‘सहायक कृषी ‘अधिकारी’ असे करण्याची मागणी आहे. याबाबत संबंधित संघटना आणि राज्य शासन यांची बैठक घेऊन येत्या १५ दिवसात कार्यवाही करण्यात येईल, असे त्यांनी एका उपप्रश्नाच्या उत्तरात सांगितले. उपविभागीय कृषी अधिकारी आणि जिल्हा अधीक्षक कृषी अधिकारी यांच्या पदोन्नतीबाबतही लवकरच निर्णय होईल, अशी माहितीही उपप्रश्नाच्या उत्तरात दिली. यावेळी अभिजीत वंजारी, विक्रम काळे, रणजितसिंह मोहिते- पाटील, प्रा. राम शिंदे यांनी उपप्रश्न विचारले होते.

2016 मध्ये अर्थ खात्याने दिलेल्या सूचनांप्रमाणे सुधारित आकृतिबंध मंजूर केलेल्या प्रशासकीय विभागाने राज्य लोकसेवा आयोगाच्या कक्षेतील रिक्त पदे 100% भरावीत असे शासनाने म्हटले आहे. त्यामुळे आता कृषी विभाग आता कोणत्या प्रकारचे रिक्त पदे भरणार हे अद्याप स्पष्ट झालेले नाही. पदभरती करण्यास शासनाने मान्यता दिली असली तरी सुधारित आकृतीबंध अंतिम रित्या मंजूर असल्यास त्यातील राज्य लोकसेवा आयोगाच्या कक्षातील पद वगळताअन्य पदे भरण्यास केवळ 50 टक्के भरता येणार आहे. मात्र या नियमामुळे भरतीसाठी अजिबात संधी नसल्यास किमान एक  पद भरता येणार आहे अशी माहिती सूत्रांनी दिली.

नवी दिल्ली : कोरोनामुळे जेव्हा भारतीय अर्थव्यवस्था प्रचंड हेलकावे खात होती आणि कोट्यवधी लोकांच्या नोकऱ्या हातातून गेल्या त्यावेळी कृषी क्षेत्राने लोकांच्या जखमेवर मलम लावण्याचे काम केले. गेल्या ३ वर्षांत कृषी क्षेत्राने १.१० कोटी अतिरिक्त लोकांना नोकरीची संधी दिली असून या दरम्यान देशाच्या अन्य सर्व क्षेत्रांतील मिळून १.५० कोटींपेक्षा अधिक लोकांची नोकरी गेली होती. सीएमआयईच्या कंज्युमर पिरामिड हाऊसहोल्ड सर्वेक्षणानुसार २०२१-२२ मध्ये कृषी क्षेत्राने ४५ लाख नवे रोजगार निर्माण केले.

 कृषी क्षेत्राने असा दिला अधिक रोजगार 

 २.१७ कोटी लोक २०२०-२१ मध्ये बेरोजगार झाले. मात्र, याचवेळी कृषी क्षेत्रात ३४ लाख रोजगार वाढले.३.३% दराने कोरोनात २०२०-२१ मध्ये कृषी क्षेत्राची वाढ झाली. तर अर्थव्यवस्थेमध्ये ६.३%ची घसरण झाली ५.५% दराने २०१९-२० मध्ये कृषी क्षेत्राची वाढ झाली तर इतर क्षेत्राची वाढ केवळ ३.३ टक्के दराने झाली.२५-३०% ;खाद्य पदार्थांच्या किमती गेल्या ३ वर्षांत वाढल्या. यामुळे शेतकऱ्यांना काही प्रमाणात फायदा झाला.रसायने आणि खतांमुळे अन्नधान्याचा उत्पादन खर्च वाढला आहे. यामुळे सध्या नैसर्गिक शेती  ही काळाची गरज आहे. भारत आता गहू व तांदूळ निर्यात करणारा देश बनला आहे. अकार्यक्षम पुरवठा साखळी आणि कमी संपर्क यामुळे देशाची कृषी क्षेत्राची उत्पादकता कमी आहे. – अमिताभ कांत, मुख्य कार्यकारी अधिकारी, नीती आयोग

 शेतकरी सकारात्मक

 कृषी क्षेत्राच्या विकासाबाबत शेतकरी अद्यापही आशावादी आहेत. १८.१% शेतकऱ्यांची सेंटीमेंट (भावना) मार्च २०२२ मध्ये सकारात्मक राहिली आहे, जी गेल्या वर्षाच्या तुलनेत अधिक आहेत.१६.१%एवढा प्रमुख व्यावसायिकांचा सकारात्मकतेचा निर्देशांक राहिला आहे. अहवालानुसार कोरोनात देशाच्या कृषी क्षेत्राला सर्वात कमी फटका बसला.
