Mira Bhaindar Mahanagarpalika Bharti 2023 : – The Roster of Group C & Group D employees of Mira-Bhainder Municipal Corporation has been approved by the Konkan Divisional Commissionerate. Therefore, the way for the recruitment of municipal employees has been cleared. Accordingly, the Mira Bhaindar Mahanagarpalika had decided to recruit 339 essential posts out of the vacant posts; But before this recruitment, it was necessary to approve the roster (point list) of how many seats to reserve for open, scheduled castes and tribes, nomadic, and other backward classes categories from the state government.

Out of 339 posts of staff recruitment, 229 posts belong to Group C employees. So the way to fill these posts is now clear. The state government has appointed two organizations TCS and IBPS for the recruitment of employees. The Mira Bhaindar Mahanagarpalika has to choose any one of these two organizations for staff recruitment. Commissioner Dilip Dhole will take the decision to select the organization soon after which the process of recruitment of third grade staff will be started through the organization. The recruitment process will be done after approval of the Class I and Class II roster from the Ministry.

मिरा-भाईंदर महापालिकेच्या तृतीय आणि चतुर्थ श्रेणी कर्मचाऱ्यांच्या बिंदूनामावलीला (रोस्टर) कोकण विभागीय आयुक्तालयाकडून मान्यता मिळाली आहे. त्यामुळे महापालिकेतील कर्मचारी भरतीचा मार्ग मोकळा झाला आहे. राज्य सरकारने मंजूर केलेल्या मिरा-भाईंदर महापालिकेच्या आकृतिबंधानुसार आस्थापनेवर एकंदर २,५६४ पदे आहेत. यापैकी १,०७८ पदे रिक्त आहेत. महापालिकेच्या आस्थापनेवरील खर्च ३५ टक्क्यांहून अधिक असल्यामुळे आतापर्यंत पदे भरण्यास राज्य सरकारकडून मान्यता दिली जात नव्हती. मात्र आयुक्त दिलीप ढोले यांनी आस्थापना खर्च कमी करण्यावर भर देऊन तो ३६ टक्क्यांपर्यंत खाली आणला. त्यातच राज्य सरकारकडूनही राज्यातील सर्वच महापालिकांना रिक्त पदे भरण्याच्या सूचना केल्या होत्या. त्यानुसार रिक्त असलेल्या पदांपैकी अत्यावश्यक असलेल्या ३३९ पदांची भरती करण्याचा निर्णय महापालिकेने घेतला होता; परंतु ही भरती करण्याआधी या जागांपैकी खुल्या, अनुसूचित जाती आणि जमाती, भटक्या विमुक्त, तसेच इतर मागासवर्गीय या वर्गांसाठी किती जागा आरक्षित ठेवायच्या, याचे रोस्टर (बिंदूनामावली) राज्य सरकारकडून मान्य करून घेणे आवश्यक होते.

तृतीय व चतुर्थ श्रेणीच्या रोस्टरसाठीचा प्रस्ताव कोकण विभागीय आयुक्तांकडे, तसेच वर्ग एक व दोन श्रेणीच्या रोस्टरसाठीचा प्रस्ताव मान्यतेसाठी मंत्रालयात पाठवण्यात आला होता. त्याला कोकण विभागीय कार्यालयाकडून मान्यता देण्यात आली आहे. कर्मचारी भरतीच्या ३३९ पदांपैकी २२९ पदे ही तृतीय श्रेणीतील कर्मचाऱ्यांची आहेत. त्यामुळे ही पदे भरण्याचा मार्ग आता मोकळा झाला आहे.

कर्मचारी भरतीसाठी राज्य सरकारने टीसीएस आणि आयबीपीएस या दोन संस्थांची नेमणूक केली आहे. या दोनपैकी कोणत्याही एका संस्थेची कर्मचारी भरतीसाठी महापालिकेला निवड करायची आहे. संस्थेची निवड करण्याचा निर्णय लवकर आयुक्त दिलीप ढोले घेणार असून त्यानंतर संस्थेच्या माध्यमातून तृतीय श्रेणी कर्मचारी भरतीची प्रक्रिया सुरू केली जाणार आहे. वर्ग एक व दोनच्या रोस्टरला मंत्रालयातून मान्यता मिळाल्यानंतर त्याची भरती प्रक्रिया केली जाईल.

Update regarding the Mira Bhaindar MahaPalika Vacant posts is here – The state government has approved the allocation of 2 thousand 561 posts in Mira-Bhyander Municipality in 2019. It has sanctioned a single post of ‘Legal Officer’ (Class-II) for the Legal Department. This post has been filled in the year 2006 through direct service recruitment process. Although it has been almost 15 years, since the post of Class I Chief Legal Officer was not sanctioned in the scheme, there were difficulties in promoting the officer working in that post. In this, a total of three new posts of one Chief Legal Officer (Class 1) and two Assistant Legal Officers (Class 3) have been sanctioned. Therefore, a total of six posts of officers have been created in the legal department. Due to this decision, the structure of the municipality has now become two thousand 564 posts.

मिरा-भाईंदर पालिकेतील दोन हजार ५६१ पदांच्या आकृतीबंधाला २०१९मध्ये राज्य सरकारकडून मंजुरी देण्यात आली आहे. यात विधी विभागासाठी ‘विधी अधिकारी’ (वर्ग-२) हे एकच पद मंजूर करण्यात आले आहे. हे पद २००६ साली सरळ सेवा भरती प्रक्रियेद्वारे भरण्यात आले आहे. याला तब्बल १५ वर्षांचा कालावधी उलटला असला, तरी वर्ग १चे मुख्य विधी अधिकारी हे पद आकृतीबंधात मंजूर नसल्यामुळे त्या पदावर कार्यरत असणाऱ्या अधिकाऱ्याला पदोन्नती देण्यात अडचणी येत होत्या. यात, एक मुख्य विधी अधिकारी (वर्ग १) व दोन सहायक विधी अधिकारी (वर्ग ३) अशी एकूण तीन पदे नव्याने निर्माण करण्यास मंजुरी देण्यात आली आहे. त्यामुळे विधी विभागात अधिकाऱ्यांची एकूण सहा पदे निर्माण झाली आहेत. या निर्णयामुळे पालिकेचा आकृतीबंध आता दोन हजार ५६४ पदांचा झाला आहे.

1. मिरा-भाईंदर महापालिकेच्या विधी विभागात नव्याने काही पदे निर्माण करण्याचा प्रस्ताव पालिकेकडून राज्य सरकारला सादर करण्यात आला होता. या विभागावर वाढलेला कामाचा ताण व अधिकाऱ्यांच्या पदोन्नतीत येणारे अडथळे लक्षात घेता, हा प्रस्ताव तयार करण्यात आला होता. त्यावर, राज्य सरकारने एक मुख्य विधी अधिकारी व दोन सहायक विधी अधिकारी अशी तीन पदे नव्याने निर्माण करण्याचा निर्णय येत त्याला नुकतीच मंजुरी दिली आहे.
2. मागील काही वर्षांत पालिकेशी संबंधित न्यायालयीन प्रकरणांमध्ये मोठ्या प्रमाणावर वाढ झाली आहे. परिणामी, सद्यस्थितीत विधी विभागात कार्यरत असणारा अधिकारी वर्ग अपुरा पडत असल्याचे मत व्यक्त होत होते.
3. या पार्श्वभूमीवर पालिका आयुक्त दिलीप ढोले यांनी आकृतीबंधात नव्याने काही पदे निर्माण करण्याचा प्रस्ताव राज्य सरकारला सादर केला होता. त्यावर राज्य सरकारच्या नगरविकास विभागाने नुकताच निर्णय घेत आदेश जारी केले आहेत.

मिरा-भाईंदर महापालिकेतील विविध वर्गातील ३३९ पदे भरण्याच्या प्रस्तावाला राज्य सरकारने मान्यता दिली आहे. ही पदे भरण्यासाठी सरकारने दोन संस्थांची शिफारस केली आहे. त्यातील एका संस्थेची निवड करून ही भरती प्रक्रिया येत्या सहा महिन्यांत पूर्ण करण्याचा प्रशासनाचा विचार आहे. या पदभरतीद्वारे महापालिकेचा आरोग्य विभाग तसेच अग्निशमन विभाग अधिक सक्षम करण्यावर प्रशासनाने भर दिला आहे.

• राज्य सरकारने मिरा-भाईंदर महापालिकेच्या मंजूर केलेल्या आकृतिबंधानुसार आस्थापनेवर एकूण २,५६४ पदे आहेत. यापैकी १०७८ पदे रिक्त आहेत. महापालिकेच्या आस्थापनेवरील खर्च ३५ टक्क्यांहून अधिक असल्यामुळे आतापर्यंत पदे भरण्यास राज्य सरकारकडून मान्यता दिली जात नव्हती;

• महापालिकेचा आस्थापनेवरील खर्च ३६ टक्के म्हणजेच मान्यतेपेक्षा केवळ एक टक्का अधिक असल्याने राज्य सरकारने नियमात शिथिलता देऊन पदभरतीला १९ फेब्रुवारीला मान्यता दिली. या पदभरतीमध्ये ‘अ’ वर्गातील १४ पदे आहेत. त्यात प्रामुख्याने आरोग्य विभागातील वैद्यकीय अधिकारी, शल्यचिकित्सक, स्त्री रोगतज्ज्ञांचा समावेश आहे; तर ‘ब’ वर्गातील ९ पदे व ‘क’ वर्गातील ३१६ पदे आहेत.
• यात ‘क’ वर्गातील पदांमध्ये अग्निशमन विभागातील २२९ पदांचा समावेश आहे. त्यामुळे या भरतीद्वारे महापालिकेचा आरोग्य विभाग तसेच अग्निशमन विभाग अधिक सक्षम करण्यात येणार आहे. आतापर्यंत या विभागात ही पदे कंत्राटी पद्धतीने भरण्यात आली होती. मात्र आता त्या ठिकाणी कायमस्वरूपातील कर्मचारी भरती केले जाणार आहेत.

आर्थिक बोजा सक्षमपणे पलण्यास मदत

पदांची भरती करण्याची प्रक्रिया करण्यासाठी राज्य सरकारने टाटा कन्सल्टन्सी व इन्स्टिट्यूट ऑफ बँकिंग पर्सोनेल सिलेक्शन या दोन संस्थांची शिफारस केली आहे. यापैकी एका संस्थेची निवड करून पदांसाठी आवश्यक असलेली पात्रता तसेच रोस्टर महापालिकेकडून या संस्थेला देण्यात येणार आहे. त्यानंतर भरती प्रक्रिया राबवून निवड झालेल्या उमेदवारांची यादी संस्थेकडून महापालिकेला देण्यात येणार आहे. ३३९ पदे भरल्यानंतर महापालिकेवर येणारा आर्थिक बोजा महापालिका सक्षमपणे पेलू शकते, असा दावा आयुक्त दिलीप ढोले यांनी केला आहे.
