Nagpur Mahanagarpalika Bharti 2023 updates – The state government has approved the filling of 7,503 new posts in Nagpur Municipal Corporation (NMC). As a special case for NMCs, the state government has given 35% establishment cost rebate. Municipal Commissioner Ram Joshi informed that every non-essential post was verified and evaluated keeping in mind the target of keeping the establishment cost at 35% per the new order. At present the number of municipal employees is 13,183. There will be 7503 new posts in it. Hence, the total number of employees has reached 20,686. However, 2705 posts will be canceled as they are no longer required. The civic body has approved the creation of 872 new posts in the fire brigade whose number of stations is increasing due to expansion of urbanisation. This decision will provide much needed manpower to the Municipal Corporation and help in smooth delivery of civic services. नागपूर महानगरपालिकेत 7,503 नवीन पदांची भरती होणार; राज्य सरकारची मान्यता

राज्य सरकारकडून नागपूर महानगरपालिकेत (NMC) 7,503 नवीन पदे भरण्यास मान्यता देण्यात आली आहे. या विकासामुळे महापालिकेचे मंजूर मनुष्यबळ 17,981 पर्यंत वाढेल. या निर्णयामुळे महापालिकेला अत्यंत आवश्यक असलेले मनुष्यबळ उपलब्ध होईल आणि नागरी सेवांचे वितरण सुरळीत होण्यास मदत होईल. विशेष बाब म्हणून एनएमसीसाठी, राज्य सरकारने 35 टक्के आस्थापना खर्चात सूट दिली आहे. ज्यामुळे नागरिकांच्या नागरी सेवांशी कोणतीही तडजोड होणार नाही. नवीन स्टाफिंग पॅटर्न अधिसूचित करताना, राज्य सरकारने असेही नमूद केले आहे की त्या पदावरील व्यक्ती निवृत्त झाल्यावर विद्यमान 2,705 पदे रिक्त राहतील. या पदांच्या आवश्यकतेच्या पुनर्मूल्यांकनाचा भाग म्हणून ही पदभरती करण्यात आली आहे. यासंदर्भात अतिरिक्त महापालिका आयुक्त राम जोशी यांनी आपले मत मांडले. साथीच्या रोगाने आम्हाला एक मोठा धडा शिकवला आणि म्हणूनच नवीन कर्मचारी धोरणात, महापालिकेने वैद्यकीय आरोग्य विभागात पदे निर्माण करण्याची मागणी केली आहे.

1. आता, डॉक्टर्स, जनरल प्रॅक्टिशनर्स आणि तज्ञांची नवीन पदे मंजूर झाल्यामुळे शहरी प्राथमिक आरोग्य केंद्रांचे (UPHC) नेटवर्क मजबूत केले जाईल. सुधारणेत महापालिकेने वैद्यकीय अधिकारी (शस्त्रक्रिया), वैद्यकीय अधिकारी (पॅथॉलॉजी) ही पदे सोडण्याचा निर्णय घेतला आहे.
2. आवश्यक नसलेल्या प्रत्येक पदाची पडताळणी करण्यात आली आणि नवीन आदेशानुसार आस्थापना खर्च 35 टक्के ठेवण्याचे उद्दिष्ट लक्षात घेऊन त्याचे मूल्यांकन केले गेले, असेही जोशी म्हणाले. सध्‍या मनपा कर्मचार्‍यांची संख्या 13,183आहे. त्यात नवीन 7503 अशी नवीन पदभरती करण्यात येणार आहे.
3. त्यामुळे कर्मचाऱ्यांची एकूण संख्या २०,६८६ वर पोहोचली आहे. मात्र त्यातून 2705 पदे आता गरज नसल्यामुळे रद्द करण्यात येणार आहेत.
4. नागरीकरणाच्या विस्तारामुळे ज्या स्थानकांची संख्या वाढत आहे अशा अग्निशमन दलात 872 नवीन पदे निर्माण करण्यासाठी नागरी संस्थेला मंजुरी मिळाली आहे.
5. राज्य सरकारने नवीन कर्मचारी आकृतिबंध मंजूर केला असला तरी, नव्याने मंजूर झालेल्या 7503 पदांसाठी महापालिकेला वेतन अनुदान मिळणार नसल्याचे अधोरेखित केले आहे. म्हणजे, नवीन कर्मचार्‍यांचे पगार महापालिकेला स्वतःच्या खिशातून उचलावे लागतील आणि म्हणून पुन्हा UDD ने प्रशासकीय खर्च भागविण्यासाठी अंतर्गत महसूल वाढ करण्याची गरज निदर्शनास आणून दिली आहे.
6. तसेच नव्याने मंजूर झालेल्या 7503 पदांमध्ये स्वच्छता कर्मचाऱ्यांच्या 4721 पदांचा समावेश असल्याचेही अधिसूचनेत नमूद करण्यात आले आहे. यापूर्वी, राज्य सरकारने 20 सप्टेंबर 2019 रोजी स्वच्छता कर्मचाऱ्यांच्या 4407 पदांना मंजुरी दिली होती कारण आजकाल शहरी संस्थांसाठी स्वच्छता हा एक महत्त्वाचा भाग आहे. राज्य सरकारने असेही स्पष्ट केले आहे की, NMC प्रशासकीय संवर्गातील लोकांना लेखा/लेखापरीक्षण पदांवर पोस्ट करू शकणार नाही आणि त्याउलट. त्याचप्रमाणे नागरी संस्थांना त्यांच्या सेवांची आवश्यकता असेल किंवा शक्य असेल तेथे आउटसोर्स करण्याचा सल्ला देण्यात आला आहे.
7. महापालिकेत गेल्या अनेक वर्षांपासून रिक्त पदांमुळे अनेक विभाग कमी मनुष्यबळावर काम करत आहेत. याशिवाय, अलिकडच्या वर्षांत NMC च्या आस्थापना खर्चात 35% पेक्षा जास्त वाढ झाली आहे. सरकारी नियमांनुसार 35% पेक्षा जास्त आस्थापना खर्च असलेल्या नगरपालिकांना नवीन निर्माण करण्यास किंवा रिक्त पदे भरण्यास परवानगी नाकारण्यात आली होती.
