In the Navi Mumbai Mahanagarpalika the outline sent to the state government during 2017-18 has been approved. The municipal administration has a total of 604 posts approved by the government. Out of which, 302 posts of class 1 and class 2 post have been recruited. There are still 302 seats are left to filled. As more than 70 officers and employees working in these posts will retire by 2023-24, there will be no army of senior officers left to run the affairs of the Municipal Corporation. In such a situation, most of the 1700 contractual employees of the Municipal Corporation have been promoted. However, they have not been taken to government institutions yet. In such a situation, their age limit is also exceeded. Therefore, a proposal was sent from the Municipal Corporation to the State Government in May 2022 to recruit the candidates passed in MPSC or third party organization; But as no movement has been made on it, this process of the Municipal Corporation is stalled. नवी मुंबई महापालिकेतील आस्थापनेवर सहायक आयुक्त, लिपिक, वरिष्ठ लिपिक आदी पदांच्या भरतीसाठी महापालिका प्रशासनाने पावले उचलली आहेत. ही भरती करण्यासाठी स्वतंत्र त्रयस्थ संस्थेची नेमणूक करणे अथवा एमपीएससीतील उत्तीर्ण उमेदवारांमधून पदभरती करून घेणे अशा दोन प्रस्तावांना परवानगी देण्याची मागणी महापालिकेने नगरविकास विभागाकडे केली आहे; परंतु जवळपास वर्ष होऊनसुद्धा या प्रस्तावाकडे सरकारचे दुर्लक्ष झाल्याने हा प्रस्ताव धूळखात पडला आहे.

नवी महापालिकेत २००७ पासून तब्बल १५ वर्षे नोकरभरती प्रक्रिया राबवण्यात आलेली नाही. तसेच पात्र अधिकाऱ्यांना वर्षानुवर्षे पदोन्नती देण्यात आलेली नाही. अशा परिस्थितीत येत्या दोन वर्षांत महापालिकेच्या महत्त्वाच्या पदावरील अधिकारी सेवानिवृत्त होणार असल्याने प्रतिनियुक्तीवरील अधिकाऱ्यांवर पालिकेचा कामकाज चालणार आहे. महापालिकेच्या सुरुवातीच्या काळात ग्रामपंचायत व सिडकोतील अधिकारी व कर्मचारी घेऊन कारभाराला सुरुवात झाली. नंतरच्या काळात सरळसेवेतून नोकरभरती करून महापालिकेचा प्रशासन विभागाला मनुष्यबळ उपलब्ध करून देण्यात आले. तेव्हापासून सेवेनुसार अनेक कनिष्ठ अधिकाऱ्यांना पदोन्नती देण्यात आली नाही. २०१७-१८ दरम्यान राज्य सरकारकडे पाठवलेल्या आकृतिबंधाला मंजुरी मिळाली आहे. महापालिका प्रशासनाकडे सरकारमान्य एकूण ६०४ पदे आहेत. त्यापैकी वर्ग १ आणि २ नंतरच्या दर्जाच्या ३०२ जागांवर नोकरभरती करण्यात आली आहे. अद्यापही ३०२ जागा शिल्लक आहेत. या जागांवर कार्यरत असणारे ७० पेक्षा जास्त अधिकारी व कर्मचारी २०२३-२४ पर्यंत सेवा निवृत्त होणार असल्याने महापालिकेचा कारभार हाकण्यासाठी वरिष्ठ अधिकाऱ्यांची फौज शिल्लक उरणार नाही. अशा परिस्थितीत महापालिकेच्या कंत्राटी १७०० कर्मचाऱ्यांपैकी बहुतांश कर्मचाऱ्यांना पदोन्नती देण्यात आली आहे. मात्र, अद्याप सरकारी आस्थापनेवर त्यांना घेतलेले नाही. अशा परिस्थितीत त्यांची वयोमर्यादादेखील उलटून गेली आहे. त्यामुळे एमपीएससीतील उत्तीर्ण उमेदवार अथवा त्रयस्थ संस्थेची नेमणूक करून ही पद भरती घेण्याचा प्रस्ताव मे २०२२ मध्ये महापालिकेकडून राज्य सरकारकडे पाठवण्यात आला होता; परंतु त्यावर काही हालचाल झाली नसल्याने महापालिकेची ही प्रक्रिया रखडलेली आहे.

महापालिकेवर आर्थिक बोजा – सध्या महापालिकेला आरोग्य विभाग, प्रशासन आणि इतर विभागात लिपिकपदांपासून पुढील पदांवर मनुष्यबळाची गरज आहे. आरोग्य विभागात किमान ७०० पदांवर कंत्राटी कामगार कार्यरत आहेत; तर ४०० पदांवर लिपिक आणि त्या श्रेणीतील पदे भरण्यात येणार आहेत. अशा परिस्थितीत सातवा वेतन आयोग आणि फरकातील वेतन द्यावे लागणार असल्याने खर्चात वाढ होणार आहे.

पदोन्नती न केल्याने परिस्थिती बिकट – लिपिकपदावर लागलेले कर्मचारी वरिष्ठ लिपिकपदाच्या पालिकडे जाऊ शकले नाही. कार्यालयीन अधीक्षकपदावरचे अनेक कर्मचारी आजही प्रशासकीय अधिकारी म्हणून पदोन्नतीच्या प्रतीक्षेत आहेत. तत्कालीन सत्ताधाऱ्यांनी आस्थापनेवरील अधिकारी व कर्मचाऱ्यांच्या पदोन्नतीकडे दुर्लक्ष करीत फक्त त्रयस्थ संस्थांमार्फत कंत्राटी कामगारांची भरती करण्यावर भर दिला. त्यामुळे महापालिकेतील जुन्या आणि आस्थापनेवर कार्यरत असणारे अधिकारी सेवानिवृत्तीकडे येऊन पोहोचले आहेत. सद्यस्थितीत प्रशासकीय अधिकारीपदासाठी पात्र १२ ते १५ अधिकारी पात्र आहेत; तर सहायक आयुक्तपदासाठी २० पेक्षा जास्त अधिकारी प्रतीक्षेत आहेत.
