३०००० शिक्षक भरतीसाठी १.५३ लाख उमेदवार! १३ जिल्ह्यांचीच बिंदुनामावली अंतिम; भरतीला पूर्ण व्हायला नोव्हेंबर उजाडणार

राज्यातील ६३ हजार जिल्हा परिषद शाळांसह स्थानिक स्वराज्य संस्थांच्या शाळांमध्ये २३ हजार शिक्षकांची भरती होणार आहे. त्यासाठी सध्या उमेदवारांची नोंदणी सुरु असून आतापर्यंत एक लाख ५३ हजार उमेदवारांनी नोंदणी केली आहे. २२ सप्टेंबरपर्यंत नोंदणीची मुदत असून पुढील आठवड्यात बिंदुनामावली अंतिम झालेल्या जिल्हा परिषदांकडून रिक्त पदांची माहिती ‘पवित्र’वर अपलोड होईल. सद्य:स्थितीत एका जागेसाठी पाच उमेदवार नोकरीच्या स्पर्धेत आहेत.

• जिल्हा परिषदांनी प्राथमिक शिक्षण विभागातील शिक्षक पदांची अंतिम केलेली बिंदुनामावली सध्या मागासवर्गीय कक्षाकडून पडताळून घेतली जात आहे. प्रत्येक पदांची पडताळणी करून त्याठिकाणी अंतिम मान्यता दिली जाते. आतापर्यंत राज्यातील १३ जिल्हा परिषदांची बिंदुनामावली मान्य झाली असून आगामी आठ दिवसात आणखी सात-आठ जिल्हे त्यात वाढतील. त्यानंतर स्थानिक स्वराज्य संस्थांच्या शाळांमधील भरती प्रक्रिया सुरु होईल.
• दरम्यान, नोंदणीनंतर प्रत्येक उमेदवाराला त्यांच्याकडील कागदपत्रे अपलोड करून प्रोफाईल तयार करून घ्यावे लागत आहे. नोंदणी केलेल्या जवळपास ३० हजार उमेदवारांचे प्रोफाईल अद्याप तयार झालेले नाही. ही प्रक्रिया पूर्ण झाल्यावर जाहिरातीतील जातप्रवर्गनिहाय उमेदवारांची कागदपत्र पडताळणी होऊन मेरिटनुसार भरती होईल. दुसरीकडे माध्यमिक व उच्च माध्यमिक शाळांमधील एका पदासाठी तिघांची मुलाखत घेतली जाईल आणि ते उमेदवार शालेय शिक्षण विभाग पवित्र पोर्टलवरूनच त्याठिकाणी पाठविणार आहे.
• आता नोव्हेंबरपर्यंत स्थानिक स्वराज्य संस्थांच्या शाळांवरील शिक्षक भरती पूर्ण होईल. त्याचवेळी खासगी माध्यमिक शाळा व उच्च माध्यमिक महाविद्यालयातील शिक्षक भरती होणार असल्याचे विश्वसनिय सूत्रांनी सांगितले. तत्पूर्वी, त्या शाळांनी बिंदुनामावली मागासवर्गीय कक्षाकडून अंतिम करून घेणे आवश्यक आहे.
• ‘माध्यमिक’च्या भरतीला मुहूर्त नाहीच – जिल्हा परिषदांच्या शाळांमधील शिक्षकांची रिक्त पदे भरतीला पहिले प्राधान्य दिले जात आहे. जिल्हा परिषदांच्या बिंदुनामावली मागासवर्गीय कक्षाकडून पडताळून घेतली जात आहे. पण, अनुदानित माध्यमिक शाळा व उच्च माध्यमिक महाविद्यालयांमधील भरती प्रक्रिया अद्याप सुरु झालेली नाही. बिंदुनामावली अपूर्ण असल्याने खासगी अनुदानित शाळांची भरती लांबणीवर पडण्याची शक्यता वर्तविली जात आहे.

शिक्षक भरती आणि पवित्र पोर्टलबाबत शिक्षणमंत्र्यांनी केली ही घोषणा

1. देशाच्या व राज्याच्या प्रगतीत शिक्षण क्षेत्राचे योगदान महत्वपुर्ण आहे. हे क्षेत्र अधिकाधिक सक्षम करण्यासाठी शासन प्रयत्नशिल असून महाराष्ट्र राज्य शिक्षण संस्था महामंडळाच्या सांगली येथील अधिवेशनाच्या निमित्ताने या क्षेत्रातील मांडण्यात आलेल्या विविध ठरावांच्याबाबतीत सकारात्मक मार्ग काढण्यासाठी प्रयत्नशिल राहू, अशी ग्वाही राज्याचे कामगार मंत्री आणि सांगली जिल्ह्याचे पालकमंत्री डॉ. सुरेश खाडे यांनी दिली.
2. शिक्षणावर होणारा खर्च ही गुतंवणूक समजून जीडीपीच्या सहा टक्के खर्च शिक्षणावर करावा, नवीन शैक्षणिक धोरण ठरविताना किंवा योजनांबाबत निर्णय घेताना शिक्षण संस्था महामंडळाच्या प्रतिनिधींचा समावेश करावा, विनाअनुदानित शाळांमधील शिक्षकांना संपुर्ण सेवा संरक्षण द्यावे, विनाअनुदानित शाळांचा शिक्षकेत्तर अकृतीबंध जाहीर करावा. या साराख्या अन्य मागण्या या व्यासपीठावरुन करण्यात आल्या. या मागण्याबाबत समन्वयाने व सकारात्मक पध्दतीने मार्ग काढण्यासाठी प्रयत्नशिल राहू, अशी ग्वाही कामगार मंत्री तथा सांगली जिल्ह्याचे पालकमंत्री डॉ. सुरेश खाडे यांनी दिली. यावेळी त्यांनी जिल्ह्याबाहेरुन आलेल्या संस्थाचालक, शिक्षक, शिक्षकेत्तर कर्मचारी महामंडळाचे पदाधिकारी या सर्वांचे जिल्ह्याचे पालकमंत्री म्हणून सांगली जिल्ह्यात स्वागत केले.
3. महाराष्ट्र राज्य शिक्षण संस्था महामंडळाच्या सुवर्णमहोत्सवी राज्यस्तरीय अधिवेशनात प्रमुख पाहुणे म्हणून बोलताना शालेय शिक्षण मंत्री दीपक केसरकर म्हणाले, शिक्षक भरतीसाठीची पवित्र पोर्टल प्रणाली रद्द होणार नाही. पोर्टलमध्ये काही अडचणी असल्यास त्यामध्ये सुधारणा करु. विद्यार्थ्यांना शालेय पुस्तकांसोबतच आता वह्याही मोफत दिल्या जातील असे आश्वासनही दीपक केसरकर यांनी दिले.
4. यावेळी बोलताना मंत्री केसरकर म्हणाले, विद्यार्थी हा केंद्रबिंदू मानून काम केले पाहिजे. मुख्यमंत्री आणि गृहमंत्री हे शिक्षण आणि शिक्षणाबाबत संवेदनशील आहेत. राज्यात शिक्षकांची संख्या खूप जास्त आहे. त्यामुळे कोणताही निर्णय घेताना तो काळजीपूर्वक घ्यावा लागतो. राज्य सरकारचा प्रती विद्यार्थ्यावर 70 हजार रुपयांचा खर्च होतो. खासगी संस्थांचा तोच खर्च तुलनेने कमी आहे. ते म्हणाले, शिक्षणसंस्था आणि शिक्षकांचे प्रश्न कसे सोडवता येतील यावर सरकार आणि शिक्षणसंस्थांनी चर्चा केली पाहिजे. येत्या हिवाळी अधिवेशनापूर्वी शिक्षणसंस्थांच्या अनेक प्रश्नांवर चर्चा करुन त्यावर काय मार्ग काढता येईल यावर विचारविनिमय करु. नवीन शिक्षण धोरणावर सरकारकडून चर्चा सुरु आहे. पवित्र पोर्टलबाबत बोलताना मंत्री केसरकर म्हणाले, पवित्र पोर्टलमुळे अनेक गुणवत्ताधारक शिक्षक मिळाले आहेत. पोर्टलबाबत जर काही त्रुटी असतील तर त्यामध्ये सुधारणा करण्याचा निश्चित प्रयत्न करु. मात्र, पवित्र पोर्टल बंद होणार नसल्याचे त्यांनी स्पष्ट सांगितले. तसेच आरटीई अंतर्गत प्रतिपूर्तीसाठी दोनशे कोटी रुपयांची तरतूद करण्यात येणार असल्याचे त्यांनी सांगितले. डिसेंबरपर्यंत यामध्ये आणखी वाढ कशी करता येईल त्याचाही विचार सुरु असल्याचे त्यांनी सांगितले. शिक्षणसेवकांच्या पगारवाढीचा निर्णय घेण्यात आला असून शिक्षणसेवकांना 15 हजार रुपये पगाराची तरतूद बजेटमध्ये करण्यात आली आहे. सरकारी शाळाही सुरु राहिल्या पाहिजेत अशी सरकारची अपेक्षा आहे, असेही ते यावेळी म्हणाले.
5. यावेळी महामंडळाच्या अध्यक्षा खासदार सुप्रिया सुळे म्हणाल्या, मानवाच्या जीवनामध्ये बदल घडवून आणणाऱ्या घटकांपैकी एक घटक म्हणजे शिक्षण, शिक्षणाने उद्याचे सुजान, सर्जनशील, कर्तबगार व सुसंस्कृत नागरिक घडविणे खरे अपेक्षित आहे. शिक्षण ही न संपणारी प्रक्रिया आहे. मानावाच्या आयुष्यामध्ये परिवर्तन घडवून आणणे हा त्याचा हेतू आहे. आधुनिक काळात जीवनामान समृध्द करण्यासाठी शिक्षण संस्था, शिक्षक व शिक्षणाची भूमिका महत्वाची आहे. म्हणून महामंडळाच्या माध्यमातून शिक्षण संस्थांचे प्रश्न आणि त्याचसोबत शिक्षक/शिक्षकेत्तर सेवकांचे प्रश्न सोडवण्यास प्रयत्नशिल राहीन.

राज्यात ३६२ शिक्षण संस्थांनी (Education Organization) ७८९ उमेदवारांची भरती (Recruitment) केल्याची नोंद करण्यात आली. उर्वरित पदांच्या निवडीची कार्यवाही लवकरच पूर्ण करण्यासाठी संबंधित व्यवस्थापनांना आदेश दिल्याची माहिती शिक्षण विभागाने ‘पवित्र पोर्टल’द्वारे दिली आहे.

• राज्यातील खासगी व्यवस्थापनाच्या २ सप्टेंबर २०२१ रोजी प्रसिद्ध झालेल्या मुलाखतीसह पदभरतीसाठी निवड यादी ‘पोर्टल’वर प्रसिद्ध करण्याची कार्यवाही सुरू आहे. शिक्षक पदभरती उमेदवारांचे स्वप्रमाणपत्र एडिट करण्याची कार्यवाही सध्या अंतिम टप्प्यात आहे.
• संबंधित उमेदवारांनी स्वप्रमाणपत्रात भरलेली माहिती अंतिम करण्याची सुविधा लवकरच उपलब्ध करून दिली जाणार आहे. या आधारावर १९६ व्यवस्थापनाच्या ७६९ पदांचे पसंतीक्रम/प्राधान्यक्रम घेतले जातील आणि त्यानंतर पुढील कार्यवाही केली जाणार आहे.
• न्यायालयातील प्रलंबित प्रकरणे आणि शासनस्तरावरील काही धोरणात्मक बाबींविषयी अंतिम निर्णय झाल्यानंतर सद्यःस्थितीत असलेल्या जाहिरातींमधून मुलाखतीशिवाय व मुलाखतीसह उर्वरित रिक्त पदे भरण्याची कार्यवाही केली जाणार असल्याचेही पोर्टलवर स्पष्ट केले आहे.

‘अभियोग्यता चाचणी’ एप्रिलमध्ये

शिक्षक भरतीसाठी उमेदवारांना २०१७ मध्ये ‘शिक्षक अभियोग्यता आणि बुद्धिमत्ता चाचणी’ बंधनकारक करण्यात आली. त्याचवर्षी ही परीक्षा झाली. त्यानंतर ही परीक्षा झालीच नाही. आता ही परीक्षा येत्या एप्रिलमध्ये होण्याची चिन्हे आहे. याबाबत पवित्र पोर्टलद्वारे माहिती देण्यात आली आहे. त्यामुळे गेल्या चार वर्षांपासून या परीक्षेच्या प्रतीक्षेत असलेल्या उमेदवारांना काहीसा दिलासा मिळणार आहे.

अनेक दिवसांपासून शिक्षक भरती प्रक्रिया सुरू असून तांत्रिक अडचणींमुळे ती रखडत चालली आहे. प्रशासनाने यावर तोडगा काढून उर्वरित भरतीप्रक्रिया तात्काळ पूर्ण करावी आणि नवीन अभियोग्यता परीक्षेचे वेळापत्रक लवकरात लवकर जाहीर करावे.
