There is requirement to the various posts of the professor is require. Opposite to this various private institutes fulfill the require vacancies of the posts as necessary for the institute.

In Goa university & in number of government colleges in Goa, Professors are working on contract basis. Some of them are working for more than 20 years on contract basis. Where as private institute does not fill the vacant posts on time. Central Government’s Ministry of Human Resource Development orders to fill up the vacant positions on time to Directorate of Higher Education Department. Though Higher Education is not filling these vacant positions. In opposite to this allowing private institutes to fill their vacant positions, this is one of way to make injustice with professors working on contract basis.
So many Government Colleges has Teachers working on contract basis. So may professor are retired still the recruitment to these posts is not yet started. If there is no affiliation provided to colleges, then how these vacant positions are getting filled in private institutes. In current situation, due to lack of number of teachers available in colleges, the level of education in decreasing. Therefore students are aiming to other private institutes.
