राज्यातील ठाणे, पालघर, नाशिक, धुळे, नंदुरबार, जळगाव, अहमदनगर, पुणे, नांदेड, अमरावती, यवतमाळ, गडचिरोली आणि चंद्रपूर या आदिवासीबहुल १३ जिल्ह्यात गेल्या एक तपाहून अधिक काळापासून आदिवासी बेरोजगार उमेदवारांची भरतीच झाली नसल्यामुळे आदिवासी बांधवांच्या पदरात निराशा पडली आहे. पेसा क्षेत्रातील १७ संवर्गामधील आदिवासी उमेदवारांची भरतीचा विषय गंभीर होत चालला असताना राज्य सरकारकडून आश्वासनाची खैरात दिली जात आहे.

सामान्य प्रशासन विभागाने थांबविली भरती प्रक्रिया – सामान्य प्रशासन विभागाने १३ ऑक्टोबर २०२४ ला सर्वोच्च न्यायालयाचे अंतिम आदेश येईपर्यंत पेसा क्षेत्रातील निवड प्रक्रियाबाबत कोणताही निर्णय घेऊ नये किंवा गरज वाटल्यास सामान्य प्रशासन विभागाचा अभिप्राय घेतल्याशिवाय पुढील कार्यवाही करू नये, असे आदेशात म्हटले आहे. महसूल व वन विभाग मंत्रालय, महाराष्ट्र शासन यांनी सामान्य प्रशासन विभागाने १३ ऑक्टोबर २०२३ च्या पत्राच्या आधारे १७ ऑक्टोबर २०२३ रोजी पत्र काढून अनुसूचित क्षेत्रातील संपूर्ण भरती प्रक्रिया थांबवली आहे.
2. उपमुख्यमंत्री फडणवीस यांनी दिले निर्देश – राज्याचे उपमुख्यमंत्री देवेंद्र फडणवीस यांनी आर्णी-केळापूरचे आमदार डॉ. संदीप धुर्वे यांचे पत्रावर सामान्य प्रशासन विभागाचे अतिरिक्त मुख्य सचिव, आदिवासी विकास विभागाचे प्रधान सचिव यांना पेसा भरतीतील अडचण तपासून कार्यवाही करण्याचे निर्देश दिले आहे.

 सर्वोच्च न्यायालयात जेष्ठ वकिलाची नेमणूक करावी. भरती प्रक्रियेवरील स्थगिती उठवून भरती प्रक्रिया सुरू करावी. सर्वोच्च न्यायालयाच्या निर्णयाच्या अधिनस्त राहून नियुक्ती आदेश देणे किंवा पेसा क्षेत्रात आदिवासी बांधवांसाठी अधिसंख्य पदे (जादा) निर्माण करून नियुक्त्या द्यावा.

• राज्यात आदिवासी समाजासाठी राखीव असलेली मात्र बिगर आदिवासींनी हडपलेली शासकीय, निमशासकीय, शासकीय उपक्रमातील संविधानिक संस्था, जिल्हा परिषदा, नगरपरिषदा, नगरपालिका, महानगरपालिका, ग्रामपंचायती, मंडळे, महामंडळे, विद्यापीठे व संलग्न महाविद्यालये, कृषी विद्यापीठे, शासकीय व खासगी शिक्षण संस्था, सहकारी साखर कारखाने, सूतगिरण्या, बँका, सहायक अनुदान मिळणाऱ्या शासनमान्य स्वेच्छा संस्था यांच्यासह ज्या ज्या प्रकारच्या संस्था व कार्यालये यांना राज्याच्या तिजोरीतून निधी, अनुदान, सहायक अनुदान मिळते अशा सर्व प्रकारच्या संस्था, मंडळे यांच्या आस्थापनेवरील १२ हजार ५०० पदांची पदभरती रखडलेली आहे.
• आमदार धुर्वे यांनी २०२१ च्या अर्थसंकल्पीय अधिवेशनात २ मार्च २०२१ रोजी ३१ क्रमांकावर तारांकित प्रश्न विचारला होता. खुद्द तत्कालीन मुख्यमंत्र्यांनी प्रश्नाला लेखी उत्तर देऊन सन २०२१ पर्यंत आदिवासी उमेदवारांची विशेष पदभरती करण्यात येईल, अशी लेखी हमी विधिमंडळात दिली होती. त्यानंतरही भरती प्रक्रिया राबविण्यात आली नाही.
• महायुती सरकारने १४ डिसेंबर २०२२ रोजी शासन निर्णय निर्गमित करून ‘गट क’ व ‘गट ड’ मधील पदे भरण्याची कार्यवाही ३१ जुलै २०२३ पर्यंत पूर्ण करण्याचे आणि शासन निर्णय निर्गमित झाल्यापासून एक महिन्यात जाहिरात प्रसिद्ध करण्याचे निर्देश दिले होते. शासन निर्णय काढून दीड वर्षे उलटले, परंतु अद्यापही विशेष भरती मोहीम राबविण्यात आलेली नाही.
• त्यामुळे राज्यभरात आदिवासी समाजात असंतोष पसरला आहे.

कोरोना आला अन् पदभरती प्रक्रिया रखडली
सर्वोच्च न्यायालयाने सिव्हिल अपील क्र. ८९२८/२०१५ व इतर याचिका यामध्ये ६ जुलै २०१७ रोजी ऐतिहासिक न्यायनिर्णय दिलेला आहे. तद्अनुषंगाने या निर्णयाची प्रभावी अंमलबजावणी होण्यासाठी खुद्द शासनानेच उच्च न्यायालयाच्या नागपूर खंडपीठात प्रतीज्ञापत्र दिले होते. ही पदे ३१ डिसेंबर २०१९ पर्यंत रिकामी करून भरण्यात येणार होती.
• परंतु, मार्च २०२० च्या शेवटच्या आठवड्यात कोरोना प्रादुर्भाव उद्भवल्याने ही पदभरतीची प्रक्रिया रखडलेली होती. शासनाकडे गेल्या पाच वर्षांपासून ‘ट्रायबल फोरम’ वारंवार पत्रव्यवहार करून आदिवासी समाजाच्या १२ हजार ५०० पदांच्या विशेष पदभरतीसाठी पाठपुरावा करीत आहे. पण, यश आले नाही. त्यामुळे आमदार संदीप धुर्वे यांना निवेदन दिले होते.

Union Ministry of Tribal Welfare has invited applications from qualified candidates for the post of Joint Director. This recruitment is on deputation basis and will be for a period of three years. Ministry of Tribal Affairs has released the official notification for this recruitment for the post of Joint Director. The notification said that there is only one post vacant, and the age of the interested candidates should be up to 56 years. Candidates must have a Master’s Degree in Sociology or Social Work or Anthropology or Economics or Statistics or Mathematics or Geography from any recognized university. It has been clarified in the notification that the selected candidate will get salary up to Rs 39,100 per month.

• केंद्र सरकारच्या आदिवासी कल्याण मंत्रालयाने संयुक्त संचालक अर्थात जॉइंट डायरेक्टर या पदासाठी क्वालिफाइड उमेदवारांचे अर्ज मागवले आहेत. ही भरती डेप्युटेशन अर्थात प्रतिनियुक्ती तत्त्वावर असून, ती तीन वर्षांच्या कालावधीसाठी असेल.

• उमेदवारांनी कोणत्याही मान्यताप्राप्त विद्यापीठातून सोशिऑलॉजी किंवा सोशल वर्क किंवा अँथ्रॉपॉलॉजी किंवा अर्थशास्त्र किंवा स्टॅटिस्टिक्स किंवा गणित किंवा भूगोल यांपैकी एका विषयात पदव्युत्तर पदवी मिळवलेली असणं आवश्यक आहे.

आदिवासी विकास विभागातील सर्व रिक्त पदांसाठी ४ महिन्यात जम्बो भरती

1. आदिवासी विकास विभागातील सर्व रिक्त पदे येत्या चार महिन्यात भरण्यात येणार असून यामुळे जनतेला विभागाची सेवा अधिक सक्षमपणे मिळेल, असा विश्वास आदिवासी विकास मंत्री डॉ. विजयकुमार गावित यांनी व्यक्त केला. आदिवासी विकास विभाग, नागपूर कार्यालयात डॉ. गावित यांच्या हस्ते 62 रोजंदारी कर्मचाऱ्यांना आणि 5 अनुकंपा तत्वावरील कर्मचाऱ्यांना नियुक्ती पत्र प्रदान करण्यात आली. याप्रसंगी ते बोलत होते. नागपूर आदिवासी विभागाचे अपर आयुक्त रवींद्र ठाकरे, अनुसूचित जमाती प्रमाणपत्र तपासणी स‍मिती नागपूरच्या सहआयुक्त बबिता गिरी, सार्वजनिक बांधकाम विभागाचे अधीक्षक अभियंता उज्ज्वल डाबे आदी मंचावर उपस्थिती होते.
2. डॉ. गावित म्हणाले, आदिवासी विकास विभागाच्या सेवा जनतेपर्यंत प्रभावीपणे पोचविण्यासाठी अधिकारी-कर्मचाऱ्यांची साथ महत्वाची असते. नागपूर विभागाने रोजंदारी आणि अनुकंपा तत्वावरील कर्मचाऱ्यांना नियुक्ती पत्र देण्यासाठी गतीने काम केले. यातील कर्मचाऱ्यांना प्रातिनिधीक स्वरुपात नियुक्ती पत्र देतांना आनंद होत आहे. आदिवासी विभागाच्या राज्यातील अन्य कार्यालयांमध्ये रिक्त, रोजंदारी व अनुकंपा तत्वावर जागा भरण्याची प्रक्रिया येत्या सप्टेंबर महिन्यापर्यंत पूर्ण करण्यात येणार असल्याचे त्यांनी सांगितले.
3. आदिवासी विकास विभागांतर्गत येणाऱ्या राज्यातील सर्व आश्रमशाळा, वसतीगृह, जात पडताळणी कार्यालये आदींना बारमाही रस्त्यांनी जोडण्यासाठी 2 हजार कोटींची कामे करण्यात येणार असल्याचे त्यांनी सांगितले. रिक्त जागांची भरती आणि कार्यालयांना बारमाही रस्त्यांनी जोडण्याचे काम पूर्ण झाल्याने जनतेला या विभागाच्या सेवा सक्षमपणे पुरविण्यास मदत होईल, असा विश्वास त्यांनी व्यक्त केला. ‘ड’ यादीमध्ये नाव नसलेल्या आदिवासी कुंटुंबांनी घरांसाठी अर्ज करण्याचे आवाहन डॉ. गावित यांनी केले. अशा सर्व अर्जांना मंजुरी देवून आदिवासी कुंटुंबांना घरे देण्यात येतील, असेही त्यांनी सांगितले.
4. तत्पूर्वी, डॉ. गावित यांनी आयुक्त कार्यालयाच्या दर्शनी भागात स्थित गोंडराणी हिराई विविध वस्तू केंद्राला भेट दिली. येथे नागपूर विभागातील विविध आदिवासी महिला बचतगटांच्या खाद्य पदार्थ आणि हस्तकलेच्या वस्तू विक्रीसाठी उपलब्ध आहेत.

The two schemes will be implemented by the Shabri Tribal Finance and Development Corporation. In the first scheme, on the lines of The National Scheduled Tribes Finance and Development Corporation, New Delhi, loans up to Rs 5 lakh will be given for self-employment for self-employment in passenger vehicles, mini trucks, trucks and tractors, malvahu electric rickshaws as well as agri-allied businesses, automobile hotels, dhabas etc.,

आदिवासींसाठी रोजगार, स्वयंरोजगार योजना – राज्य मंत्रिमंडळ निर्णय

राज्यातील आदिवासींचे जीवनमान उंचावण्यासाठी रोजगार, स्वयंरोजगार तसेच शेतकरी उत्पादक कंपन्या स्थापन करण्यासाठी दोन योजना सुरु करण्याचा निर्णय आज झालेल्या मंत्रिमंडळ बैठकीत घेण्यात आला. शबरी आदिवासी वित्त व विकास महामंडळामार्फत या दोन योजना राबविण्यात येतील. यातील पहिल्या योजनेत राष्ट्रीय अनुसूचित जमाती वित्त व विकास महामंडळ, नवी दिल्ली यांच्या धर्तीवर स्वयंरोजगारासाठी प्रवासी वाहन, मिनी ट्रक, ट्रक व ट्रॅक्टर, मालवाहू इलेक्ट्रिक रिक्षा त्याचप्रमाणे कृषी संलग्न व्यवसाय, ऑटोमोबाईल हॉटेल, धाबा सुरु करण्यासाठी पाच लाखांपर्यंत कर्ज दिले जाईल.

• राज्यातील खासगी मान्यताप्राप्त शाळांतील कर्मचाऱ्यांना आश्वासित प्रगती योजना लागू करण्यात येईल. यासाठी लागणाऱ्या ५३ कोटी ८६ लाख खर्चासदेखील मान्यता देण्यात आली. अनुदानित शाळांमधील शिक्षकेतर कर्मचाऱ्यांना १९९४ पासून कालबद्ध पदोन्नती देण्यात येते. राज्य शासनाने १ ऑक्टोबर २००६ पासून राज्य शासकीय कर्मचाऱ्यांना सेवांतर्गत आश्वासित प्रगती योजना लागू केली आहे. याच धर्तीवर या शाळांमधील शिक्षकेतर कर्मचाऱ्यांना देखील १ जानेवारी २०२४ पासून ही योजना लागू करण्यात येईल.
• २७ अश्वशक्ती (एचपी) पेक्षा जास्त पण २०१ एचपीपेक्षा कमी जोडभार असलेल्या यंत्रमागांना प्रति युनिट ७५ पैसे अतिरिक्त वीज सवलत देण्यात येईल. २७ पेक्षा कमी जोडभार असलेल्या यंत्रमागांना प्रति युनिट १ रुपया अतिरिक्त वीज सवलत लागू करण्यात येईल. ही वीज सवलत २७ एचपीपेक्षा कमी जोडभार असलेल्या यंत्रमागांना तसेच २७ एचीपीपेक्षा जास्त परंतु २०१ एचपी पेक्षा कमी जोडभार असलेल्या व वस्त्रोद्योग विभागाकडे नोंदणी करणाऱ्या तसेच मान्यता मिळालेल्या उद्योगांना लागू राहील. ही सवलत राज्याचे वस्त्रोद्योग धोरण २०२३ २०२८ या कालावधीपर्यंत लागू असेल.
