 अहमदनगर- महापालिकेच्या कर्मचार्‍यांना सातवा वेतन आयोग लागू करण्याच्या प्रस्तावास नगरविकास राज्यमंत्री प्राजक्त तनपुरे यांनी मंजुरी दिली असल्याची माहिती आ. संग्राम जगताप यांनी दिली. महापालिका कर्मचार्‍यांच्या प्रलंबित प्रश्नांबाबत आ. जगताप यांनी नगरविकास राज्यमंत्री प्राजक्त तनपुरे यांची कामगार युनियनच्या पदाधिकार्‍यांच्या समवेत भेट घेवून चर्चा केली. यावेळी राज्य सरकारने घेतलेल्या निर्णयांची माहिती मंत्री तनपुरे यांनी दिली असल्याचे आ. जगताप यांनी सांगितले. नगर महापालिकेतील कर्मचार्‍यांना सातवा वेतन आयोग लागू करण्यासाठी लोकप्रतिनिधी या नात्याने अनेक दिवसांपासून राज्य शासनाकडे पाठपुरावा केला.

याबाबतच्या महापालिकेच्या प्रस्तावास नगरविकास विभागाने मान्यता दिली. दि.1 जानेवारी 2016 पासून या निर्णयाची अंमलबजावणी करण्याचा महापालिकेचा मार्ग यामुळे मोकळा झाला. नगर महापालिकेच्या आर्थिक उत्पन्नवाढीच्या अटीला अधीन राहून कर्मचार्‍यांना सातवा वेतन आयोग लागू करण्यात आला आहे. असे आ.जगताप म्हणाले. मनपात 11 अभियंत्यांची पदे भरण्यास अखेर मंजुरी महापालिकेत अभियंत्यांची पदे भरण्यास परवानगी नव्हती. त्याचा थेट परिणाम शहर विकासाच्या प्रकल्पांवर होत असून, महापालिकेत अभियंत्यांची 11 पदे नव्याने भरण्यास नगरविकास विभागाने परवानगी दिली असल्याची माहितीही आ. संग्राम जगताप यांनी दिली.

 सन 2016 मध्ये महापालिकेच्या आकृतिबंधास मंजुरी मिळालेली आहे; परंतु तांत्रिक पदे भरण्याबाबतचा प्रस्ताव शासनाकडे प्रलंबित होता. त्यामुळे अभियंत्यांची पदे भरली गेली नाहीत. अभियंत्यांची पदे रिक्त असल्याने शहर विकासाचे प्रकल्प राबिवताना अनेक अडचणी येत होत्या. महापालिकेत अभियंत्यांची 11 पदे भरण्याची परवानगी मिळावी, यासाठी आ. संग्राम जगताप यांनी नगरविकास खात्याकडे पाठपुरवा केला. नगरविकास राज्यमंत्री प्रजाक्त तनपुरे यांची भेट घेऊन याबाबत चर्चा केली. यावेळी झालेल्या चर्चेदरम्यान अभियंत्यांची पदे भरण्यास परवानगी देण्यात आली असून, तसा आदेशही जारी करण्यात आला आहे

प्रदीर्घ प्रतीक्षेनंतर नागपूर महापालिकेच्या आधिकारी व कर्मचाऱ्यांना सातवा वेतन आयोग लागू करण्यास नगरविकास विभागाने मंजुरी दिली आहे. याचा आर्थिक भार महापालिकेने उचलण्यासाठी शहरातील मालमत्तांचे अद्ययावत सर्वेक्षण, मालमत्ता व पाणीकराची वसुली, पाणीपुरवठा योजनेत सुधारणा, उत्पन्नस्त्रोत वाढवण्याच्या अटी नगरविकास विभागाने घालून दिल्या आहेत.

गेल्या अनेक वर्षांपासून महापालिकेच्या कर्मचारी संघटनेच्यावतीने सातव्या वेतन आयोगासाठी आंदोलने केली जात आहेत. महापालिकेची आर्थिक स्थिती बघता प्रशासनाने त्यांची दखल घेतली नाही. विधानसभा हिवाळी अधिवेशनाच्या पहिल्या दिवसापासून महापालिकेतील चार हजारावर कर्मचारी बेमुदत संपावर जाणार असल्याचा इशारा कर्मचारी संघटनांनी दिला होता. यासंदर्भात नगरविकास मंत्री एकनाथ शिंदे यांच्यासोबत कर्मचारी संघटनेच्या पदाधिकाऱ्यांची बैठक झाली. बैठकीला पालकमंत्री नितीन राऊत उपस्थित होते. सातव्या वेतन आयोगाची अंमलबजावणी करण्यास नगरविकास विभागाने मंजुरी दिली असून महापालिका आयुक्त राधाकृष्ण बी. यांना नगरविकास विभागाचे उपसचिव सतीश मोघे यांनी पत्र दिले.

कर्मचाऱ्यांना सातव्या वेतन आयोगाची वेतनश्रेणी १ जानेवारी २०१६नुसार लागू होणार असून प्रत्यक्ष अंमलबजावणी १ सप्टेंबर २०१९पासून लागू केली जाणार आहे.  या निर्णयामुळे नागपूर  महापालिकेच्या कर्मचाऱ्यामध्ये आनंदाचे वातावरण आहे.

आर्थिक घडी पूर्ववत झाली तरच..

करोना साथीमुळे अर्थव्यवस्थेवर प्रचंड परिणाम होण्याची शक्यता आहे. टाळेबंदीत लागू करण्यात आलेल्या निर्बंधामुळे करात घट होण्याची शक्यता आहे. महापालिकेच्या महसूल आणि खर्चाचे नियोजन करून महापालिका वित्तीय संकटातून बाहेर पडून आर्थिक घडी पूर्ववत झाल्याची खातरजमा करूनच कर्मचाऱ्यांना वेतन आयोग लागू करण्याचे आदेशात स्पष्ट म्हटल्यामुळे महापालिका प्रशासन याबाबत कसा निर्णय घेते, हे पाहणे महत्त्वाचे ठरणार आहे.

अशा आहेत अटी

वेतन आयोगाचा लाभ केवळ मंजूर पदावरील कार्यरत अधिकारी व कर्मचाऱ्यांना देण्यात येईल. आयोगाच्या सुधारित वेतनश्रेणीतील वाढीव दायित्वासाठी शासनामार्फत कोणतेही स्वतंत्र अनुज्ञेय असणार नाही. महापालिकेच्या उत्पन्न स्त्रोतात वाढ करून त्याचा आस्थापना खर्च ३५ टक्के विहित मर्यादेत राहील. डिसेंबर २०२०पूर्वी महापालिका क्षेत्रातील मालमत्तांचे सर्वेक्षण पूर्ण करून त्या कराच्या कक्षेत आणण्याची अट आहे. सध्याच्या मालमत्ता कराची ९० टक्के वसुली पुढील पाच महिन्यांत  मार्च २०२१ पूर्वी करणे बंधनकारक आहे. सर्व मालमत्तांचे पुनर्निर्धारण केल्यानंतर एकूण थकबाकीपैकी ५० टक्के वसुली मार्च २०२१ पूर्वी करणे, पाणीपट्टीच्या रकमेपैकी ९० टक्के रक्कम आवश्यक कामे करण्यासाठी वापरण्याचे बंधन महापालिकेला घालून दिले आहे.

Finance Minister Sudhir Mungantiwar on Wednesday said that the seventh wage is being implemented for the state government employees in Diwali. State employees will be given benefit as per pay commission, since January 1, 2016, to central employees. For this an amount of Rs 10 crores has been made in the budget. Finance Minister said that while applying for wage commission recompense, the balance amount will be deposited in their PF. The opposite party’s claim of wrongful debt is Rs 5 lakh crore due to the wage commission.  Even if we have 25% of gross earnings, it is 16.5% for the state. State’s income will increased because Of GST. 

Revenue Expenditure Reduction

Between April and June 2017, 25 thousand 742 crores was received and in the year 2018, it was 35,915 crores. This is 39.52 percent increase. He said that the government was successful in bringing revenue expenditure up to 50 per cent to 45 per cent as revenue.

As part of the exercise, the Commission holds discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services.

7th CPC Pay Scale is fast becoming the most mesmerizing phrase among Central Government employees these days.
Every Central Govt Employee is waiting to find out the changes in their pay scale that the 7th CPC would recommend to the pay structure. Sensing this eagerness, Bloggers have been regularly coming up with their own versions of what the pay structure could be. Do not take those writings seriously sand authentically.
