As per the latest updates On October 31, 2024, the government announced the cancellation of contractual recruitment in medical colleges and hospitals. However, the current scenario is that the contracts of only those nine institutions have been cancelled and contractual recruitment in many government departments continues. For this, it has come to light that many government departments are inviting tenders from companies providing manpower at their level and recruiting contracts. On July 12, 2024, the Department of Medical Education and Medicine issued a government decision and 6800 posts of ‘Group-C’ and ‘Group-D’ cadres in 59 government medical colleges and hospitals will be filled through external sources.

Skilled, technical positions are also included-

• In government medical colleges and hospitals, 1730 posts of ‘Group-C’ category and 5100 posts of ‘Group-D’ category will be recruited.
• Group C also includes skilled and technical posts such as short writer, driver, surgical home assistant, librarian assistant, junior clerk, technician, laboratory assistant, health teacher, short typewriter.
• “Questions are being raised as to how important posts in the surgery department can be filled on contractual basis.

पुन्हा कंत्राटी भरती; वैद्याकीय महाविद्यालये, रुग्णालयांतील ६,८३० पदांना शासनाची मंजुरी

राजकीय पक्ष, विद्यार्थी संघटना आणि जनमताच्या रेट्यामुळे राज्य सरकारने कंत्राटी नोकरभरती रद्द करण्याचा निर्णय ऑक्टोबर २०२३ मध्ये घेतला असला तरी शासकीय विभागांमधील कंत्राटी भरती मात्र थांबलेली नाही. शासकीय वैद्याकीय, आयुर्वेदिक, होमिओपॅथी महाविद्यालये व रुग्णालयांकरिता ‘गट-क’ व ‘गट- ड’ या संवर्गातील मंजूर ६ हजार ८३० पदे बाह्यस्रोतामार्फत भरण्यास शासनाने मान्यता दिली आहे. मनुष्यबळ पुरवणाऱ्या कंपन्यांसाठी विभागस्तरावर निविदा प्रक्रियाही राबवली जाणार आहे. विशेष म्हणजे, ‘क’ दर्जाच्या कुशल मनुष्यबळाच्या पदांचाही या कंत्राटी भरतीमध्ये समावेश आहे.

• कामगार विभागाच्या १४ मार्च २०२३ रोजीच्या शासन निर्णयाद्वारे सर्व शासकीय, निमशासकीय संस्था, महामंडळांमध्ये आवश्यक कर्मचाऱ्यांची कंत्राटी भरती सुरू झाली होती. त्यासाठी नऊ संस्थांची नियुक्ती केली. मात्र, हा निर्णय केवळ मंत्रालय किंवा शासकीय विभागापुरता मर्यादित न ठेवता सरकारने त्याची व्याप्ती थेट महापालिका, नगरपालिका, महामंडळांपर्यंत वाढवल्याने विद्यार्थी संघटना आणि राजकीय पक्षांनी आंदोलन उभारले. सरकारविरोधी वातावरण तयार होत असल्याचे दिसल्यानंतर हे ‘पाप’ महाविकास आघाडी सरकारचे असल्याचा आरोप करीत निर्णय रद्द करण्याची घोषणा उपमुख्यमंत्री देवेंद्र फडणवीस यांनी २० ऑक्टोबर २०२३ रोजी केली.
• ३१ ऑक्टोबरला कंत्राटी भरती रद्द केल्याचा शासन निर्णय जाहीर झाला. मात्र केवळ ‘त्या’ नऊ संस्थांचे कंत्राट रद्द करण्यात आले असून अनेक शासकीय विभागांमधील कंत्राटी भरती सुरूच असल्याचे सध्याचे चित्र आहे. त्यासाठी अनेक शासकीय विभाग त्यांच्या पातळीवर मनुष्यबळ पुरवणाऱ्या कंपन्यांकडून निविदा मागवून कंत्राटी भरती करत असल्याचे समोर आले आहे. १२ जुलैला वैद्याकीय शिक्षण व औषधी द्रव्य विभागाने शासन निर्णय काढला असून ५९ शासकीय वैद्याकीय महाविद्यालये आणि रुग्णालयामध्ये ‘गट-क’ व ‘गट- ड’ संवर्गातील ६८०० पदे बाह्यस्रोतामार्फत भरली जाणार आहेत.
• यासाठी निविदा प्रक्रिया राबवून मनुष्यबळ पुरवणाऱ्या कंपन्यांची निवड केली जाणार आहे. भाजपमधील एका आमदाराच्या कंपनीला हे काम दिले जाणार असल्याची माहिती सूत्रांनी दिली. चंद्रपूरातील निविदा प्रक्रियेत वैद्याकीय शिक्षणमंत्री हसन मुश्रीफ यांचे निकटवर्ती चंद्रकांत गायकवाड यांच्या ‘ब्रिक्स कंपनी’ला बाह्यस्रोतामार्फत कर्मचारी पुरवण्याचे कंत्राट फेब्रुवारी २०२४ मध्ये देण्यात आले होते. याविरोधात जुन्या कंत्राटदाराने उच्च न्यायालयात धाव घेतल्यावर त्याला स्थगिती देण्यात आल्याची माहिती आहे.
• त्याच नऊ कंपन्यांची निवड- राज्य सरकारने १४ मार्च २०२३ रोजीच्या शासन निर्णयाद्वारे कंत्राटी भरतीसाठी मनुष्यबळ पुरवणाऱ्या नऊ कंपन्यांची नियुक्ती केली होती. आता पुन्हा एकदा विभागनिहाय कंत्राटी भरतीसाठी निविदा प्रक्रिया राबवून त्याच नऊ कंपन्यांची निवड करण्याचा घाट घातल्याची चर्चा आहे. भाजपच्या एका आमदाराच्या कंपनीला बाह्यस्राोतामार्फत कंत्राटी भरतीचे काम दिले जाणार असल्याचीही माहिती आहे. विशेष म्हणजे, वैद्याकीय शिक्षण आणि संशोधन विभागाचे सचिव दिनेश वाघमारे यांनी या कंपन्यांना शासनाने काळ्या यादीत टाकले नसून त्या निविदा प्रक्रियेत भाग घेऊ शकतात असे सांगितले.
• कुशल, तांत्रिक पदांचाही समावेश –
  • ●शासकीय वैद्याकीय महाविद्यालय आणि रुग्णालयांमध्ये ‘गट-क’ प्रवर्गातील १७३० तर ‘गट- ड’ प्रवर्गात ५१०० पदांवर कंत्राटी भरती होणार आहे.
  • ●‘गट-क’मध्ये लघुलेखक, वाहन चालक, शस्त्रक्रियागृह सहायक, ग्रंथपाल सहायक, कनिष्ठ लिपिक, तंत्रज्ञ, प्रयोगशाळा साहाय्यक, आरोग्य शिक्षक, लघुटंकलेखक अशा कुशल अणि तांत्रिक पदांचाही समावेश आहे.
  • ●शस्त्रक्रिया गृहातील महत्त्वाची पदे कंत्राटी पद्धतीने कशी भरली जाऊ शकतात, असा सवाल उपस्थित होत आहे.
