General Administration Department published announcement for providing promotion to only open category employees though backward category employees promotion case is pending in high court. Government published guidance notice for filling up the promotion quota vacant seats. High court gives the final decision on 26th September for to re-think on the decision made on this notice.
Government wants to providing reservations in promotion, for this government filed PL in high court against the decision of Mumbai high court. There till the final decision on this made the promotion of open category will be done. Annual increment of the employee-officer who does not submit such a certificate will be stopped. Also, it can not be considered for promotion as the General Administration Department has made it clear in the notification issued on 29 May 2018.

There is no promotion if you do not have a computer handling certificate
The annual increment will be stopped; State Government Decision
The officers and employees of state government services have to be knowledgeable about computer handling and use. If the computer handling certificate is not submitted during the stipulated time of the state government, the annual increment and promotions of the concerned employee will be stopped. The General Administration Department has issued notification in this regard.

After the prescribed period, the salary increase will be given after submission of computer handling certificate, but before that the increment will not be increased or the amount will be outstanding. At the same time, the newly recruited officers and employees have not submitted computer handling certificate in the prescribed period, their probationary period will not be considered complete.
