शेतकऱ्यांसाठी आनंदाची बातमी आता शेतजमीन मोजणी ऑनलाईन होणार !

1. १ ऑगस्टपासून आता शेतजमीन मोजणी अर्ज करण्यासाठी कार्यालयात येण्याची गरज नाही. शेतजमीन मोजणीचे कामकाज ऑनलाईन होणार आहे, अशी माहिती राहाता भूमी अभिलेख विभागाचे उपअधीक्षक योगेश थोरात यांनी दिली आहे. शेतकऱ्यांना आपल्या शेतजमिनीच्या मोजणीसाठी भूमी अभिलेख कार्यालयामध्ये वारंवार चकरा माराव्या लागत होत्या. महसूलमंत्री राधाकृष्ण विखे पाटील यांच्या संकल्पनेतून ही सर्व प्रक्रिया आता ऑनलाईन पद्धतीने राबवली जाणार आहे.
2. त्यासाठी आता शेतकऱ्यांना भूमी अभिलेख कार्यालयामध्ये चकरा मारण्याची गरज पडणार नाही व मोजणीसाठी सहा महिने प्रतिक्षा करण्याची गरज पडणार नाही. शेतकऱ्यांना सहजा सहजी आपले शेतीचे अचूक नकाशे मिळण्यास मदत होणार आहे.
3. शेतकऱ्यांना आता जर आपल्या शेतजमिनीची मोजणी करायची असेल तर त्या शेतकऱ्यांनी कार्यालयात न येता ऑनलाईन पद्धतीने अर्ज दाखल करायचा आहे व ऑनलाईन अर्ज दाखल केल्यावर त्या शेतकऱ्यांचे शेतजमीन मोजणीचे पैसे बँकेत न जाता ऑनलाईन पद्धतीने भरून शेतकऱ्यांना तात्काळ मोबाईलवर आपल्या शेतीची मोजणीची तारीख मोबाईल संदेशाद्वारे कळविण्यात येईल व पुढील १५ दिवसाच्या आत सदरील जमिनींची मोजणी पूर्ण होऊन संबंधित शेतकऱ्यांना आपल्या शेतजमिनीचा अचूक नकाशा कार्यालयात न येता ऑनलाईन डाऊनलोड करून प्राप्त करून घेण्याची सुविधा उपलब्ध करून दिली जाणार आहे.
4. उपग्रहाद्वारे मोजणी करून मोजणी नकाशामध्ये क्यूआर कोडच्या मदतीने अक्षांश व रेखांश उपलब्ध करून दिले जाणार आहेत. महसूलमंत्र्यांच्या सूचनेनुसार कार्यालयात ५ नवीन कर्मचाऱ्यांची भरती झाली असून मोजणीसाठी खासगी कंपनीची मदत घेऊन कमीत कमी वेळेत अचूक मोजणी करण्यावर भर दिला जात आहे. शासनाच्या निर्णयामुळे शेतकऱ्यांची मोजणीसाठी होणारी ससेहोलपट थांबणार असून या योजनेमुळे शेतकऱ्यांनी समाधान व्यक्त केले आहे. असे श्री. थोरात यांनी सांगितले.

Due to the recruitment of manpower, the counting of stalled lands in the state will be done rapidly. In this, now the Land Records Department has got 300 state-of-the-art rover machines. They will help in making the calculations in time. These machines have been allocated district wise according to geographical conditions, area and pending land measurements. Due to lack of manpower in the State Land Records Department, land enumeration cases were pending.

पुणे : जमिनींच्या मोजण्या लवकरच होणार पूर्ण – मनुष्यबळाची भरती झाल्यामुळे राज्यात रखडलेल्या जमिनींच्या मोजण्या वेगाने होणार आहेत. त्यातच आता भूमी अभिलेख विभागाला 300 अत्याधुनिक रोव्हर यंत्र मिळाली आहेत. मोजण्या वेळेत होण्यासाठी त्यांची मदत होणार आहे. या यंत्रांचे जिल्ह्यनिहाय भौगोलिक परिस्थिती, क्षेत्रफळ आणि प्रलंबित जमीन मोजण्या यानुसार वाटप करण्यात आले आहे. राज्याच्या भूमी अभिलेख विभागाकडे मनुष्यबळाच्या अभावा मुळे जमिनीची मोजणी प्रकरणे प्रलंबित होती.

Mahabhulekh Satbara Download

1. त्यातच भूमी अभिलेख विभागाने अत्याधुनिक तंत्रज्ञानाचा अवलंब करून वेगाने आणि अचूक जमीन मोजणीसाठी 500 रोव्हर यंत्रांसाठी निविदा काढली होती. मोठ्या कालावधीनंतर भूमी अभिलेख विभागाला 300 रोव्हर यंत्रे मिळाली आहेत. त्यामुळे आता मोजणीची कामे लवकर पूर्ण होणार आहेत.
2. भूमी अभिलेख विभागाने सर्व्हे ऑफ इंडियाच्या मदतीने राज्यात 77 ठिकाणी कॉर्स (कन्टिन्यूस ऑपरेशन रेफरन्स स्टेशन) उभारली आहेत. त्याआधारे जीपीएस रिडींग फक्त 30 सेकंदांत घेता येणार आहे.
3. कॉर्सचे रिडींग रोव्हर घेत असून, हे रिडींग टॅबमध्ये दिसते. राज्यात भूमी अभिलेख विभागाची 355 कार्यालये असून, भौगोलिक परिस्थिती आणि रखडलेल्या मोजणी अर्जांनुसार कार्यालयांमध्ये रोव्हर यंत्रांचे वाटप करण्यात आले आहे, अशी माहिती भूमी अभिलेख विभागाचे अतिरिक्त आयुक्त आनंद रायते यांनी दिली.
4. प्रमुख जिल्ह्यांमध्ये रोव्हर यंत्रांचे वाटप – भूमी अभिलेख विभागाने मोठ्या जिल्ह्यांमधील जमीन मोजणीची प्रलंबित प्रकरणे आणि क्षेत्रफळाच्या दृष्टीने रोव्हर यंत्रांचे वाटप केले आहे. त्यानुसार प्रमुख जिल्ह्यांमधून पुण्यात 36, सातारा 26, सांगली 20, कोल्हापूर 20, सोलापूर 22, नगर 30, नाशिक 25, रत्नागिरी 19, सिंधुदुर्ग 13, रायगड 16, नांदेड 18, बीड 13, अमरावती 19, यवतमाळ 16, बुलढाणा 15, नागपूर 21 आणि चंद्रपूर 18 अशी जिल्हानिहाय रोव्हर यंत्रे उपलब्ध करून दिली.

भूमी अभिलेख विभागाने प्रॉपर्टी कार्ड सुरू करण्याचा निर्णय घेतला असून, मोठ्या शहरांमध्ये शेतजमीनी शिल्लक राहिलेल्या नाहीत. त्यामुळे या भागातील सातबारा उतारा बंद करण्याचा निर्णय राज्य सरकारकडून घेण्यात आहे. सध्या सिटी सर्व्हे झालेल्या शहरांत सातबारा सुरू असून, अशा शहरात सातबारा बंद करुन तिथे फक्त प्रॉपर्टी कार्ड देण्याचा निर्णय घेण्यात आला आहे. एक मोठा निर्णय राज्यातील महाविकास आघाडी सरकारने घेतला आहे. राज्य सरकारने शेतजमिनीचा सातबारा उतारा बंद करण्याचा निर्णय घेतला आहे. शहरीकरणात वाढ झाली असून, अनेक शहरात शेतजमीनच शिल्लक नसल्यामुळे हा निर्णय राज्य सरकारने घेतला आहे. ज्या शहरांमध्ये सिटी सर्वे पूर्ण झाले आहेत. तसेच सातबारा उताराही सुरू आहे, त्या शहरात आता सातबारा बंद करुन प्रॉपर्टी कार्ड सुरू करण्याचा निर्णय भूमी अभिलेख विभागाकडून घेण्यात आला आहे. अनेक शहरात लोकसंख्या वाढ होत असल्यामुळे शहरीकरण वाढू लागले आहे. त्यामुळे शेतजमिनीची कमतरता भासत आहे. त्यामुळे सातबाऱ्याचे रुपांतर आता प्रॉपर्टी कार्डमध्ये करण्यात आला आहे. कर चुकवण्यासाठी आणि इतर लाभ मिळावेत, यासाठी सातबारा वापरला जातो. तसेच काही ठिकाणी तर फसवणुकीचे प्रकारही उघड झाले आहेत. त्यामुळे सातबारा बंद करण्याचा निर्णय भूमी अभिलेख विभागाकडून घेण्यात आलेला आहे. सुरुवातीला काही शहरांत या निर्णयाची अंमलबजावणी करण्यात येणार आहे. त्यात नाशिक, सांगली, मिरज तसेच पुण्यातील हवेली तालुक्याचा समावेश आहे. त्यानंतर हा निर्णय संपूर्ण राज्यात देखील लागू करण्याची शक्यता आहे.

महसूल दिनाच्या पार्श्वभूमीवर येत्या रविवारी दि. १ ऑगस्टपासूनच राज्यातील जनतेला महसूल विभागाच्या आणखी तीन नवीन ऑनलाईन सुविधा उपलब्ध होणार आहे. यामध्ये आतापर्यंत डिजिटल स्वाक्षरीत सातबारा उपलब्ध करून देण्यात आला असून, यापुढे डिजिटल स्वाक्षरीत फेरफार, नवीन सातबारा आणि मिळकत पत्रकांचे फेरफारदेखील ऑनलाईन पध्दतीने उपलब्ध करून देण्यात येणार आहेत. या तिन्ही नवीन सुविधांचा आरंभ महसूलमंत्री बाळासाहेब थोरात व उपमुख्यमंत्री तथा पालकमंत्री अजित पवार यांच्या हस्ते करण्यात येणार आहे.

दैनंदिन कामासाठी लागणारा सातबारा, आठ ‘अ’चा उतारा, फेरफार, प्रॉपर्टी कार्ड फेरफार सहज व विना हेलपाट्याशिवाय मिळण्यासाठी शासनाने डिजिटल सातबारा प्रकल्प सुरू केला. राज्यात गेल्या दीड-दोन वर्षांपासून ऑनलाईन व डिजिटल सातबारा दैनंदिन व्यवहारात वापरण्यात येत असून, दिवसाला तब्बल एक लाख डिजिटल स्वाक्षरीत सातबारे वापरले जात आहेत. या येत्या १ ऑगस्ट पासून डिजिटल स्वाक्षरीत सातबाऱ्यासोबतच डिजिटल स्वाक्षरीत फेरफार देखील नागरिकांना घर बसल्या उपलब्ध होणार असल्याचे या प्रकल्पाचे राज्याचे समन्वयक तथा उपजिल्हाधिकारी रामदास जगताप यांनी सांगितले.

राज्यात सन २०१५-१६ पासून ऑनलाईन फेरफार मोहिम सुरू करण्यात आली. यात आतापर्यंत राज्यातील १ लाख ३६ हजार फेरफार ऑनलाईन करण्यात आले असून १ कोटी १८ हजार फेरफार डिजिटल स्वाक्षरीत उपलब्ध आहेत. आता हे सर्व फेरफार डिजिटल स्वाक्षरीत ऑनलाईन उपलब्ध करून देण्यात येणार आहेत.

राज्यात १ ऑगस्टपासून नवीन सातबारा 

राज्यातील सातबाऱ्यात तब्बल पन्नास वर्षांनंतर बदल करण्यात आले आहे. नवीन सातबारा साधा, सहज समजेल व सुटसुटीत संगणकीय सातबाऱ्याच्या गरजा व सर्वसामान्य नागरिकांना सहज समजेल अशा भाषेत हा सातबारा तयार केला आहे. राज्यातील सर्व २ कोटी ४५ लाख सातबारे नवीन बदलासह तयार झाले असून, नागरिकांना १ ऑगस्टपासून नवीन सातबारा उपलब्ध होणार आहे. याशिवाय मिळकत पत्रकांचे फेरफार ऑनलाईन मिळणार आहेत.

1. To create new PDE user account click on [Create New Account] on next page.
2. To create PDE account click on [Create New Account]
3. Once you create an account you can use that to make new entries in PDE application.
4. Forgot password link is given to recover you password. Password is send to registered users mobile number.
5. You can update your profile information through ‘Update profile’
6. You can change your password through ‘Change Password’

8. Login using the username password. Registered user can login directly.
9. After login, select “७/१२ Mutations” button to start Land Record Mutation Entry.
10. You will get a popup message requesting to select proper “Role” of the user.
11. There are three roles in which data entry can be done. One role is Citizen he can do data entry for mutations related to heir (वारस) like add heirs, remove name of guardian (अपाक शेरा कमी करणे),remove HUF name(एक्युमॅ नाव कमी करणे),will(मृत्यूपत्र /व्यवस्थापन पत्र),remove name of deceased person (मयताचे नाव कमी करणे), change trustee name(विश्वस्ताचे नाव बदलणे) Second role is Bank/society. They can do data entry for ekarar and बोजा चढविणे,बोजा कमी करणे
12. There may be other roles which can be defined as and when required
13. According to selected roles the data entry in respective mutations can be done. Hence selection of roles is very important.
