एकतर तब्बल १० वर्षांनंतर जिल्हा परिषदेची पदभरती निघाली. लोकसभा निवडणुकीच्या आधी भरती जाहीर झाल्याने महिना दोन महिन्यात सर्व प्रक्रिया होऊन सर्वांना नियुक्तीपत्र दिले जातील, अशी अपेक्षा होती. परंतु आठ महिने झाले तरी अद्याप एकालाही नियुक्ती मिळालेली नाही. विशेष म्हणजे अजून ८० टक्के पदांची परीक्षाच बाकी आहे. आधी पेसामधील पेच व आता आचारसंहिता यामुळे भरतीला ब्रेक लागला आहे. राज्य सरकारने स्वातंत्र्याच्या अमृत महोत्सवी वर्षात ७५ हजार सरळसेवा कोट्यातील जागांची भरती करण्याची घोषणा केली होती.
- त्यानुसार राज्यात जिल्हा परिषदांची १९ हजार पदांची भरती प्रक्रिया सुरू झाली. प्रत्येक जिल्ह्यात स्वतंत्र जिल्हा निवड मंडळामार्फत ही भरती होत आहे. त्यानुसार नगर जिल्हा परिषदेने या पदांची जाहिरात ५ ऑगस्ट २०२३ ला प्रसिद्ध केली. नगर जिल्ह्यात जिल्हा परिषदेच्या १९ संवर्गातील ९३७ पदे भरण्यात येणार आहेत. त्यात सर्वाधिक ७२७ पदे आरोग्य विभागाची आहेत. गेल्या अनेक वर्षांपासून उमेदवार या भरतीची वाट पाहत होते. त्यामुळे या भरतीसाठी जिल्ह्यातून ४४ हजार ७२६ अर्ज प्राप्त झाले. अर्ज भरल्यानंतर परीक्षा कधी होणार याची प्रतीक्षा होती.
- अखेर दोन महिन्यांनी 3 ऑक्टोबरपासून परीक्षेचे वेळापत्रक जाहीर झाले. कसेबसे यातील १५९ जागांसाठी डिसेंबर २०२३ पर्यंत परीक्षा झाली. परंतु अद्याप उर्वरित ७७८ जागांसाठीचे वेळापत्रक जाहीर झालेले नाही. त्यामुळे ही भरती कधी होणार, याकडे लक्ष लागले आहे.
- राज्यातील १३ जिल्ह्यांत अनुसूचित क्षेत्रातील (पेसा) भरतीमध्ये यापुढे स्थानिक आदिवासी उमेदवारांना संधी देण्याचा निर्णय राज्य सरकारच्या सामान्य प्रशासन विभागाने घेतला आहे. या निर्णयामुळे जिल्हा परिषदेच्या विविध भागांतील भरतीसह राज्य सरकारच्या १७ संवर्गातील भरती प्रक्रिया पुढे ढकलण्यात आली आहे. या निर्णयामुळे गेल्या काही महिन्यांपासून नगर जिल्हा परिषद प्रशासनाने सुरू केलेल्या भरतीची प्रक्रिया लांबणीवर पडली आहे. आता यात काय निर्णय होतो, यावरच भरतीचे पुढील भवितव्य अवलंबून आहे.
- ५० टक्क्यांहून अधिक अर्ज ज्या संवर्गात आहेत त्या आरोग्य सेवक (पुरुष ५० टक्के हंगामी फवारणी), आरोग्य सेवक (पुरुष इतर ४० टक्के), आरोग्य परिचारिका, कंत्राटी ग्रामसेवक, मुख्य सेविका अशा पाच संवर्गातील ७७८ पदांची परीक्षा अद्याप झालेली नाही.

आगामी लोकसभा निवडणुकांच्या अनुषंगाने राजकीय वातावरण ढवळून निघत आहे. गेल्या ५ दिवसांत राज्य शासनाने तब्बल ७३० शासन निर्णय घेतले आहेत. मात्र, गेल्या ५ वर्षांपासून जिल्हा परिषद भरतीचा प्रश्न न सुटल्याने तरुण पिढीने, नोकरीसाठी धावाधाव करणाऱ्या उमेदवारांनी नाराजी व्यक्त केली आहे. राज्यातील जिल्हा परिषद भरतीला मागील पाच वर्षांपासून ग्रहण लागले आहे. ही भरती दीर्घकाळ रखडल्याने भरतीची तयारी करणारे विद्यार्थी नैराश्येत गेले आहेत. त्यावरुन, आमदार रोहित पवार यांनी राज्य सरकारला प्रश्न विचारला. तसेच, विद्यार्थ्यांच्यावतीने इशाराही दिला आहे.
जिल्हा परिषद भरतीसाठी प्रयत्न करणाऱ्या अनेकांचे शासकीय भरतीसाठी लागणारे वय निघून गेल्याने त्यांचे शासकीय नोकरीचे स्वप्न भंगले आहेच, शिवाय या भरतीसाठी तयारी करण्यात वेळ आणि पैसाही मोठ्या प्रमाणात खर्च झाला आहे. शासन आमची आणखी किती परीक्षा बघणार, ही भरती कधी पूर्ण करणार, असा उद्विग्न सवाल हे विद्यार्थी करत आहेत. आता, या विद्यार्थ्यांचा आवाज बनून आमदार रोहित पवार यांनी राज्य सरकारला इशारा दिला आहे.
”राज्यातील जिल्हा परिषदेतील विविध पदांच्या भरतीची जाहीरात निघून पाच वर्षे लोटली तरी विविध कारणांनी ही भरती झाली नाही. आता लोकसभेची आचारसंहिता लागू होण्याची वेळ आल्याने पुन्हा चार महिने ही भरती प्रक्रिया रखडण्याची भीती आहे. माझी शासनाला विनंती आहे की, नोकरीसाठी पाच वर्षे युवांची अग्निपरीक्षा न पाहता आचारसंहिता लागू होण्यापूर्वी येत्या दोन दिवसांत ही प्रक्रिया सुरु करा. अन्यथा लोकसभा निवडणुकीत हेच युवा तुमची अग्नीपरिक्षा घेतल्याशिवाय राहणार नाहीत.”, अशा शब्दात रोहित पवार यांनी सरकारला इशारा दिला आहे.
- परीक्षा शुल्क भरले, पण भरती रद्द – २०१९ साली जिल्हा परिषदेच्या १३ हजार ५२१ पदांची भरती जाहीर करण्यात आली. विद्यार्थ्यांनी मोठ्या आशेने या भरतीसाठी अर्ज आणि शुल्क भरले. मात्र २०१९च्या लोकसभा, विधानसभा निवडणुकीची आचारसंहिता, कोरोनाची साथ आणि इतर विविध कारणांमुळे २०२३ पर्यंत भरती परीक्षा होऊ शकली नाही आणि पुढे ही भरतीच रद्द करण्यात आली. स्वप्न तर भंगलेच पण भरतीसाठी दिलेले शुल्कही शासनाने परत दिले नाही.
- परीक्षा केव्हा? – जिल्हा परिषदेच्या १९,४६० पदांच्या भरतीत आरोग्य सेवक, आरोग्यसेविका आणि ग्रामसेवक यांची सर्वांत जास्त पदे आहेत. ऑगस्ट २०२३ च्या जाहिरातीनंतर सर्वांत जास्त अर्ज आले. पण अद्याप या पदांसाठी परीक्षाच झालेली नाही.
- उत्तीर्णांना अद्याप नियुक्ती नाही – ऑगस्ट २०२३ मध्ये ३४ जिल्हा परिषदांमध्ये ‘क’ वर्गातील १९,४६० पदे सरळ सेवेने भरती करण्याची जाहीरात निघाली. जिल्हा स्तरावर काही पदांची परीक्षा झाली. जानेवारी २०२४ मध्ये निकालही लागले, कागदपत्रांची छाननीही झाली. मात्र, अद्याप नियुक्ती दिलेली नाही.

The recruitment process is being carried out by various departments of the government like ZP. Exam centres are already booked for this examine. जिल्हा परिषद पदभरती; लाखो उमेदवारांचा जीव टांगणीला !
राज्यातील ३४ जिल्हा परिषदांतील १९ हजार ४६० पदांची भरती प्रक्रिया सुरू आहे. त्यासाठी तब्बल १४ लाख उमेदवारांनी अर्ज केले आहेत. कमी पदसंख्या असलेल्या १२ पदांसाठी ७ ते १७ ऑक्टोबरदरम्यान परीक्षा घेण्यात आली. मात्र अधिक पदसंख्या असलेल्या विविध १८ पदांच्या परीक्षेसाठी केंद्र उपलब्ध नसल्याने या परीक्षा लांबणीवर पडल्या आहेत. त्यात पदभरतीची प्रक्रिया राबविणाऱ्या आयबीपीएस कंपनीने परीक्षेचे शेड्युल जाहीर न केल्याने लाखो उमेदवारांचा जीव टांगणीला लागला आहे.
- जिल्हा परिषदेप्रमाणे शासनाच्या विविध विभागातर्फे पदभरतीची प्रक्रिया सुरू आहे. यासाठी आधीच परीक्षा केंद्र बुक आहेत. केंद्र उपलब्ध नसल्याने जि.प.च्या तिसऱ्या आणि चौथ्या टप्प्यातील परीक्षा अनिश्चित कालावधीसाठी लांबणीवर पडल्या आहेत. एकाच वेळी परीक्षा होत असल्याने व आयबीपीएस कंपनीने परीक्षा केंद्र आधी बुक केलेले नसल्याने हा गोंधळ निर्माण झाल्याची माहिती अधिकाऱ्यांनी दिली.
- नागपूर शहरात एकाचवेळी चार ते साडेचार हजार विद्यार्थ्यांची परीक्षा घेता येईल, अशी सुविधा आहे. मात्र विदर्भातील इतर जिल्ह्याच्या ठिकाणीही अशी व्यवस्था नाही. परिणामी भंडारा, यवतळमाळ, वाशिम, बुलढाणा, नांदेड, गोंदिया, चंद्रपूर, गडचिरोलीसह अन्य जिल्ह्यांतील अर्जधारकांनी नागपुरातील केंद्राला पसंती दिली आहे. १७ ऑक्टोबरला दुसऱ्या टप्प्यातील परीक्षा संपल्यानंतर कंपनीकडून तिसऱ्या व चौथ्या टप्प्यातील परीक्षेचे वेळापत्रक जाहीर केले जाईल, अशी अर्जधारकांना अपेक्षा होती. मात्र अद्याप आयबीपीएस कंपनीने वेळापत्रक जाहीर केलेले नाही.
- अर्जधारकांत अस्वस्थता – ७ ते ११ ऑक्टोबर या कालावधीत कमी पदसंख्या असलेल्या जिल्हा परिषदांमधील रिंगमन (दोरखंडवाला) व वरिष्ठ सहायक (लेखा), विस्तार अधिकारी (सांख्यिकी), विस्तार अधिकारी (कृषी) व आरोग्य पर्यवेक्षक, लघुलेखक (निम्नश्रेणी) लघुलेखक (उच्च श्रेणी) कनिष्ठ सहायक (लेखा) या पदासाठी परीक्षा घेण्यात आली. मात्र मोठ्या प्रमाणात रिक्त पदे असलेल्या आरोग्यसेवक, आरोग्यसेविका, औषधनिर्माण अधिकारी, कंत्राटी ग्रामसेवक, कनिष्ठ अभियंता (स्थापत्य), कनिष्ठ सहायक (लिपिक), वरिष्ठ सहायक (लिपिक), पर्यवेक्षिका आणि यासह १८ पदांच्या परीक्षेचे वेळापत्रक जाहीर केले नसल्याने उमेदवारांत अस्वस्थता पसरली आहे.

Earlier this exam was to be held on 3rd October 2023. In reference to the advertisement issued on 05.08.2023 regarding general recruitment for various posts being conducted by Maharashtra Zilla Parishad, the following schedule is hereby announced. ३४ जिल्हा परिषदांमधील १९,४६० पदभरतीची शनिवारपासून परीक्षा
राज्यातील ३४ जिल्हा परिषदांच्या कर्मचारी पदभरतीची परीक्षा ७ ते ११ ऑक्टोबर या काळात होणार आहे. त्याठिकाणी १९ हजार ४६० पदांची भरती होणार असून त्यासाठी १४ लाख उमेदवारांनी अर्ज केले आहेत. त्यामुळे चार टप्प्यात परीक्षा घेतली जाणार आहे. जिल्हा परिषदांमधील रिंगमन (दोरखंडवाला) व वरिष्ठ सहायक (लेखा) या पदांसाठी ७ ऑक्टोबरला अनुक्रमे सकाळी ११ वाजता एक तर दुपारी तीन वाजता दुसरा पेपर होणार आहे. ८ ऑक्टोबरला विस्ताराधिकारी (सांख्यकी) या पदासाठी दुपारी तीन वाजता पेपर होईल. त्यानंतर १० ऑक्टोबरला विस्ताराधिकारी (कृषी) व आरोग्य पर्यवेक्षक या पदांसाठी परीक्षा होईल. त्या दिवशी विस्ताराधिकारी पदाची परीक्षा सकाळी ११ वाजता तर आरोग्य पर्यवेक्षक या पदासाठी दुपारी तीन वाजता परीक्षा होणार आहे. शेवटी ११ ऑक्टोबरला लघुलेखक (निम्नश्रेणी) या पदासाठी सकाळी सात वाजता पेपर होईल. त्यानंतर लघुलेखक (उच्च श्रेणी) या पदासाठी सकाळी ११ वाजता तर कनिष्ठ सहायक (लेखा) या पदासाठी दुपारी तीन वाजता पेपर होणार आहे. पदभरती करणाऱ्या कंपनीकडून हे वेळापत्रक सर्व अर्जदारांना मोबाईलवर पाठविण्यात आले आहे.

नगर जिल्हा परिषदेच्या क वर्ग प्रवर्गातील 935 जागांसाठी सरळसेवा भरती प्रक्रिया सुरू असून अर्ज भरल्यानंतर पहिल्या 8 संवर्गासाठी 3 ते 11 ऑक्टोबरदरम्यान परीक्षेचे वेळापत्रक जिल्हा प्रशासनाने जाहीर केले होते. जिल्हा परिषदेच्या संकेत स्थळावर परीक्षेचे हॉल तिकीट डाऊनलोड करण्याची प्रतिक्षा उमेदवारांना असतानाच शुक्रवारी (दि.29) प्रशासनाने आधीचे वेळापत्रक रद्द करून आता 7 ते 11 ऑक्टोम्बर या कालावधीतील सुधारीत वेळापत्रक जाहीर केले आहे. त्यामुळे उमेदवारही बुचकळ्यात पडले आहेत. दरम्यान, परीक्षा पुढे का ढकली याबाबत कानोसा घेतल्यानंतर नगर सोडून राज्यातील अन्य जिल्ह्यात परीक्षेची तयारी झाली नसल्याचे समोर आले. यामुळे अखेर राज्य पातळीवरून सर्व जिल्ह्यातील ही परीक्षा पुढे ढकलण्यात आली असल्याची माहिती देण्यात आली. दरम्यान, आधीच शासकीय विविध पदांच्या परीक्षांमध्ये पेपरफुटीसह अनेक विघ्न येत असताना जिल्हा परिषदेची परीक्षाही सुखरूप पार पडेल की नाही याबाबत उमेदवारांकडून शंका उपस्थित होत आहेत.
नगर जिल्हा परिषदेच्या 935 जागांसाठी 44 हजार 726 अर्ज प्राप्त झाले आहेत. राज्यात एकाच वेळी या पदांसाठी परीक्षा होत आहे. जि. प. प्रशासनाने संकेतस्थळावर हॉलतिकीट डाऊनलोड करण्यासाठी परीक्षेच्या सात दिवस आधी लिंक देण्याचे जाहीर केले होते. परंतु ती देण्यात आलेली नव्हती. आता 7 तारखेच्या परीक्षेचे हॉलतिकीट कधी मिळणार, हाही प्रश्न आहे. दरम्यान, वारंवार होणाऱ्या परीक्षा निरोजनातील या बदलामुळे उमेदवारांना संकेतस्थळावर अवलंबून राहावे लागत आहे. अनेक भागात नेटवर्कची समस्या असल्याने ग्रामीण भागातील उमेदवारांपर्यंत माहिती पोहोचेल की नाही, याबाबत शंका उपस्थित केली जात आहे.

ZP Bharti 2023 Application form updates- Applications were invited by the state government for the vacancies in the Zilla Parishads in all the districts of the state. The government has received more than 1.4 lakh applications for 19 thousand 460 vacancies in various cadres of ‘C’ group. Also, 145 crores have been added to the treasury of the state government through the applications received so far. जिल्हा परिषद मेगा भरती 2023 परीक्षेचे स्वरूप
Maharashtra ZP Recruitment 2022 Exam Pattern is given here. The exam pattern for Pharmacist, Health Worker, Health Supervisor and Laboratory Technician posts under Zilla Parishad Mega Bharti 2022 is given in the table below.
- The technical subject for the post of Arogya Sevak, Arogya Sevika will be in both English and Marathi medium.
- For the posts of Drug Manufacturer, Health Supervisor and Laboratory Technician, the technical subject will be in English medium
- There will be a total of 100 questions for Group C posts and the examination will carry 200 marks with 2 marks per question.
- This exam will be conducted offline.
- There will be total 60 questions on Marathi, English, General Knowledge and Intellectual Test subjects and 40 questions will be on technical subject for technical cadre posts.
- The duration of the exam will be 2 hours. There will be no negative marking in the examination.
